The Grit and Grind of Spirit

For a few weeks since mid-December, the volleyball gym at University of Memphis has been transformed into a dance studio, mats taped over the court floor, with the recognizable Tigers flags and megaphones tucked to the side. Mirrors have been rolled into the end of the court. The Pom Squad and Ambush Crew have been practicing their routines there, with rehearsals ramping up to nearly every day, hours at a time, in preparation for the UCA & UDA College Cheerleading and Dance Team National Championship in Orlando, January 17th to 19th. 

At today’s practice, while I speak with Carol Lloyd, University of Memphis’ spirit coordinator and head dance coach, the dancers warm up, one doing aerials, flipping her legs over her heads. Another jumps, knees turned out with her toes meeting to form a diamond in the air before she lands; soon, back up she springs, another brief diamond formed. 

On the other side of the mat, a group goes through a part of their routine to be performed in a mere few days. Their footsteps are sharp, measured according to counts, heads turning in unison; there’s no music, but they are in sync. They lift one of their teammates in the air, effortlessly — or, so it appears to the untrained eye. Something’s off, though they haven’t quite figured out what exactly. Should so-and-so adjust her leg? Should it be bent at the knee? Lloyd asks for feedback from the athletes, pointing out collaboration’s role in their process. They run through the counts again, and again, and again, and will again many more times. This part is only a few seconds of an entire routine that they’ve been working on since November. 

“It’s so detailed,” says Lloyd. “I don’t think a lot of people realize how much goes into just dancing for this minute-50 seconds.”

The Pom Squad and Ambush Crew compete in three categories: game day, hip-hop, and pom. In a game day performance, dancers recreate the live game experience with a band, fight song, Pouncer the mascot, and lots of spirit. Pom uses poms and can be a mix of hip-hop and jazz. 

Last year, the team took home the national championship for game day and placed third in hip-hop and seventh in pom. That same weekend, the university’s cheerleaders won the national championship in small coed. 

Winning titles isn’t unusual for U of M’s spirit squads, which include the cheer team, the Pom Squad, and the Ambush Crew, which Lloyd started last year to specialize in hip-hop during game days and compete with the Pom Squad at nationals. The cheer team holds seven national titles. The Pom Squad has 16, including nine consecutive titles from 1986 to 1994. 

“It’s always harder to stay on top than it is to get there,” Lloyd says. “I always feel pressure, but pressure is a privilege almost. And they do have the pressure of [having won last year], but also we don’t really harp a lot on it.”

On the back of the mirrors that the dancers rolled into the volleyball gym, the athletes have posted a sign that says, “Go with the goal of hitting your shit, not with the goal of winning.” They even tally up how many “full-outs” they do — how many times they practice their routines as if they’re performing in front of an audience. That number will get up to the 70s by the time they leave for Orlando, the dancers say. It’s about quantifying achievements, big and small. 

“In our league, everybody’s top-notch; everybody is so good and so elite,” Lloyd says. “It’s kind of hard sometimes to realize we’re one of those people, too. Especially with Memphis, because everybody knows who you are [in the college dance world] and it’s such a legacy — the Memphis dance team. Everybody knows you’re from Memphis. They look up to you; you’re a staple in dance team history.”

It’s a Legacy

The first national collegiate dance team championship took place in 1986, and Memphis State, as it was then, won — and it won for the next eight years. 

Lloyd, a Memphis native, cheered throughout high school and was on the college’s pom team during its champion-winning streak from 1989 to 1993. She would go on to succeed her college coach Cheri Ganong-Robinson in 2004. 

While, yes, winning titles marked her time on U of M’s Pom Squad, she also recalls traveling to entertain at NBA games, even going overseas. “We don’t do that any more,” Lloyd says, “and I miss some of our halftimes ’cause we used to dance for four to five minutes every single halftime and nobody left their seats. I don’t miss preparing for it because it is a lot and they do so much more now. … This sport has become so big — way more athletic, technical — so to still be one of the top teams and still keep it at that level is great.”

Other dance alumnae and current athletes agree. Bella Roy, a senior pom dancer, speaks of watching videos of older routines with alumnae at a Christmas party. “They’re like, ‘That’s me, that’s me,’ but it’s just crazy how it’s changed so much. But then, it still is so similar. It’s that crazy drive and that Memphis family; the legacy is just like no other.”

And it’s that legacy that brought Roy from Franklin, Tennessee, to Memphis initially. “I knew from a very young age, I wanted to dance in college,” she says. “Memphis has been so well-known for so long as this amazing program across the nation in the dance world, so to be a part of it is absolutely amazing.”

University of Memphis’ reputation for its dance team also attracted freshman Linda Gail Rutland. She and Roy actually attended the same dance studio back in Franklin, and now they’re on the team together, if only for one overlapping year. For both of them, dance — more precisely dancing competitively on a team — has constituted most of their lives’ passion. 

“[Dancing on a team] comes to the point where, of course, you always want to win, but it’s not even about winning,” Rutland says. “It’s the memories and working for something bigger than yourself, being there for your teammates.”

“You’re all there because you chose to be there and you want to be there and you want to get better and be pushed to do good,” Roy adds. “Carol [Lloyd] is an amazing coach. She can be tough, but it’s in a good way. It’s in a great way. She gives us that tough love that we need.” 

For that matter, last year the National Dance Coaches Association named Lloyd College Coach of the Year. Having accrued so many titles as a student athlete and as a coach, this one speaks to Lloyd’s particular knack for leading her teams. After all, she’s been coaching since was 18.

Today, in addition to working for U of M, she coaches for the Collierville Middle School and Collierville High School cheer teams. Before accepting her position as spirit coordinator in 2013, she also coached for U of M’s cheer team, now under the leadership of Jasmine Freeman. 

“Seeing the athletes grow as individuals and as dancers, that’s always rewarding,” Lloyd says. “Plus, I mean, it’s challenging for them.”

It’s a Sport

“It’s easy to get so hard on yourself when you have all these long practices and you’re sore and ‘Oh, I can’t make it to my spot’ or this or that,” Roy says. “But then the alumnae are always like, ‘Oh, you’re flipping upside down, and you’re doing 12 turns,’ and we’re like, ‘Wait, we really are good.’” 

Yet neither the NCAA nor the Office of Civil Rights, which enforces Title IX, consider collegiate dance or cheer as sports, defining “sports” as activities whose purpose is competing, not “supporting” other sports on the sidelines. But the spirit squads consider themselves athletes, training hard and competing, albeit once a year, and even though they are at every football and basketball game, they’re also at community and philanthropic events because, as they would say, they’re the “face” of the university. 

While they receive some athletic benefits from the school like access to training and the athletic mental performance department, U of M’s athletics website doesn’t list the Pom Squad, Ambush Crew, or cheer team under women’s sports but instead offers a link in a sidebar, along with athletic news and a composite schedule, suggesting that their status as a sport is in limbo even at their home in Memphis. 

As it is, the spirit teams have to fundraise for the majority of their budget. Each year, the dancers and cheerleaders put on a golf tournament, host dance and cheer clinics, sell popcorn, offer appearances, and more. 

“It takes about $120 to $140 thousand each year to cover everything that we need,” Lloyd says. For reference, according to CNBC, U of M’s athletic program is worth about $148 million. That puts the school third among the American Athletic Conference, behind East Carolina University ($153 million) and the University of South Florida ($150 million). 

“We’re constantly looking for other ways to make money for them so they don’t have to keep fundraising,” Lloyd says.

The spirit squads also don’t have a dedicated facility, which can add another strain on the budget and affects efficiency. The cheer team practices at an All-Star gym out in Collierville, and the Pom Squad and Ambush Crew have bounced around for the past few years, last year renting a church gym and this year using one of the university’s rec gyms until the volleyball gym opened up. “This is my fourth year, and this is our third facility that we’ve been in,” Roy says. 

For each practice in the rec gym, the athletes had to tape down the 10-paneled floor mats they dance on, take up the tape back up, stack the mats on the side, and store away the mirrors and all their props like the megaphones and flags because it’s a shared space. “And that tape is extremely expensive,” Lloyd adds. “We need a facility for us.” 

Rutland puts a positive spin on it: “Even though we don’t have our own facility and sometimes it is a pain, doing it with your teammates, honestly, we bond.”

It’s a Family

At today’s practice, where 20 dancers are in the pom routine being rehearsed, a few who aren’t in the number have joined to cheer their teammates on. This is typical, Lloyd says. “It’s a good group of people. They’re grateful, very respectful. They’re hella talented. They’re supportive, and that’s important with anything.”

While we speak, Lloyd will interrupt with brief corrections and praises for the individual dancers, her eyes constantly roving the mat filled with multiple performers. “When you know that someone is struggling in a certain part, you’ve got to scream for them,” she says to her athletes. “If everybody gets in their head, start yelling. The mat talk is what’s going to help everybody.”

And so they scream and shout, and so does Lloyd. “This is their family,” Lloyd says, noting that out of 43 team members who are on Pom Squad and Ambush Crew, only four are local. 

“I wouldn’t want to be anywhere else,” Rutland says. “I got here and I don’t want to leave. It’s only my freshman year.” 

In a few days, Rutland will compete in her first showcase. “I’m so excited,” she says. “Scary, freaked out, I’m so excited.” She’ll compete in the game day category. “It’s like a big party. We really just have fun the whole time. I love cheering on the school and being at the football games and the basketball games and everything, so I just can only imagine how that will feel on the nationals floor.”

Roy, meanwhile, is competing in game day, pom, and hip-hop this year, her last year competing. Hip-hop, she says, has been the dance style that has challenged her the most but the one she’s most grown in since her freshman year. “I’ve learned so much from [Lloyd] and the upperclassmen, and then Ambush Crew took it to another level,” she says. “Everybody knows Memphis hip-hop in the college dance world, so to go out there and be a part of that is so special and fun.”

Memphis has consistently placed in the top four of the hip-hop division since the division started at the competition. “It’s very captivating, telling a story, being very much like, ‘This is us, we are who we are, watch us do our thing,’” Rutland says of the Pom Squad’s hip-hop routines.

“I feel like, too, it kind of ties into our T-shirts that say, ‘I am Memphis,’” Roy adds. “Like, ‘I am the city of Memphis.’ ‘I am Memphis Pom Dance Team Ambush Crew.’ ‘I am a part of this legacy.’

“But that first time my freshman year after we finished hip-hop for semis, when I did my last little smackdown and looked up, I just held my ending pose for at least 10 seconds,” Roy recalls. “It was that moment where I was just, ‘This is what I’ve dreamed of for so long. And I don’t want to leave.’ I was like, ‘I just did this.’ And then last year, that was always my lifelong goal to win a national championship. And to say that I actually did it is crazy, but it’s so worth it. Since I was little, that’s what I wanted.” 

Now, as Roy, a supply chain management major, looks to life after college, she says, “Since I’ve danced for so long, I think it’s going to be hard, that transition after college, figuring out what I’m going to do with my life. It’s been school, dance, school, dance, school, dance forever, so it’s hard to imagine a life without it, but I think I’ll continue taking dance classes here and there, doing a normal job. I have found a big passion, though, in teaching dance.”

Roy thought about professional dance in the NBA or NFL, a path that some alumnae have taken, so has Rutland, but neither are sure. “I’m set on living in the moment and enjoying my time here,” says Rutland, a finance major.

It’s Game-Time

The spirit squads traveled to Orlando for the UCA & UDA College Cheerleading and Dance Team National Championship on January 15th, both the dance and cheer teams on the heels of last year’s wins. “We’ll stay true to what we do,” Lloyd says, “just being authentic to our culture. We’re very diverse. We’re a lot of fun, but we’re also very gritty, tough, and still dominating. We don’t try to do what other people do.”

When it’s all over, they’ll fly back on Martin Luther King Jr. Day, and the semester begins the next day. “I’m gonna be so tired,” Roy says, “but I would say I’m still kind of on a high a week after because I get to look at everybody’s videos and see how everybody did.”

The season won’t be over after the championship; the athletes will still perform at basketball games and other events, the spirit squads’ seasons lasting all school year. 

At the end of each practice, of which there will be more, the dancers come together in a circle and link pinkies. “Seniors or captains will give a little wrap-up of practice,” Roy says, “just to get everybody in a good headspace before we leave, and then we say the Lord’s Prayer.” The prayer then leads into a chant: “Five, six, seven, eight, whoo, MPDTAC.”

The MPDTAC would stand for Memphis Pom Dream Team (and) Ambush Crew. And, yes, the DT stands for dream team — not the expected dance team — because, according to Lloyd, she’s always coaching the dream team, win or lose.

 New Year, New You 2025

So it begins — 2025 has arrived. A new year, a new horizon, a new spectacle to behold. We don’t have much to say about 2025, not yet. But we do have our hopes and resolutions, which we must share with you in our “New Year, New You” issue because our editor said so. And since this is the new year and a new us, we’re actually listening to her. And, hey, maybe, you’ll listen to us and adopt a few of our resolutions. 

Put Down Your Phone

We all love our smartphones. They help us connect with each other. They’re windows to the world. They serve us dank memes. We can’t go to a game or the club without taking video and sharing it with friends and strangers on the internet.

But these days, it’s easy to feel that you have too much of a good thing. You might have already guessed from your weekly average screen time reports that smartphone addiction is real. In many cases, that’s because your apps are working as designed. Social media platforms are designed to keep you engaged as long as possible. They don’t care if that engagement makes you mad, sad, or happy. A public, friendship-splintering fight sparked by an Instagram post is actually a win as far as Meta is concerned. Other apps are designed to deliver a steady drip feed of dopamine, a chemical your brain associates with rewards, like a slot machine.

If you think your smartphone use is out of control, try deleting the most problematic apps. Maybe you only need to access X on your laptop instead of on your phone — or maybe you don’t need to access it at all. iPhones have features that can help you decrease your dependency, such as Focus settings which limit your notifications. On Android systems, the Digital Wellness settings can also be helpful. If that doesn’t work, consider getting a “dumb phone” — that is, an old-fashioned flip phone that will send and receive calls and T9 text messages. — Chris McCoy

Cook Some Barbecue

You’re Memphis AF. We get it. You’re a Stax scholar, an Overton Park zen master, Midtown shortcut navigator, and a top-rated commentator on r/Memphis.

Take that AF-ness one step further this year: Add pitmaster to your Memphis CV. 

Barbecue is a mysterious art. Tough pork cuts tenderize in a dark sauna of smoke and low heat. To watch this process spoils the magic, a sin immortalized in the phrase, “if you’re looking, you’re not cooking.” It emerges hours later, dark, rustic, supple to the touch, and maybe hissing but still needing a rest — a tiny dose of extra magic — to make it Memphis barbecue.

But they sell everything you need for this so-called magic at nearly every grocery store in town. So, how hard can this be?

Folks on barbecue subreddits and YouTube say you’re probably overthinking it. Folks on barbecue subreddits and YouTube say you’re not thinking about it enough. Do I wrap ribs? How long should I rest a pork butt? Should I use yellow mustard to hold a dry rub? Will sauce anger the Memphis barbecue gods?

It can be tough to cut through the noise. The only way to know what is going to work is to do it yourself. 

You probably already have the gear. All you need is an outdoor, low-heat source (around 225-275 degrees) and some wood chips. Almost any grill can smoke, yes, even most gas grills. (Google “aluminum wood packets for smoking” for help here.) 

Pork cuts for smoking are usually cheap, too. Ribs run around $15 a slab. Feed a crowd with a pork butt for about $20. Also, a shaker of dry rub can start as low as $5. 

The low cost helps take the sting out of a bad batch (ask me how I know). A pro tip here, if you’re just getting started, and your barbecue is the star dish of a get-together, have the pizza man on speed dial in case things go south. — Toby Sells

Plant the Seeds

Your New Year, New You could be “Johnny Appleseed” in 2025. Or some other seed.

Plant some seeds this spring and watch what happens. Not only will you see something green grow into a plant that (a.) blooms, (b.) turns into something you can eat, or (c.) both; it’s also one of the oldest head-trips.

I’m talking about seeds that are easy to grow. Each year I plant seeds I know I’ll get results from. As somebody once said, if you grow a lot of something that’s easy, people will think you know what you’re doing.

I feel great all over the rest of the day after I plant some balsam, tomato, marigold, or other easy seeds. I don’t buy boxes of already blooming plants or already growing herbs and vegetables. That’s not fun. I want to watch the growing process from the time the seeds sprout until they’re fully grown.

I wait until mid-May to plant most of my seed because the soil is warm and it doesn’t take long for the seed to sprout. 

These are what I plant every year. And you can get seeds for all of these at nurseries or online:

• Balsam, or “touch-me-not.” After the blooms on the side of the stem fade, they will produce seed pods. When the seeds are ripe, the pods will burst open when you touch them.

• Gomphrena, or “globe amaranth,” is my favorite. I started them from some little round purple flower globes I snipped off some plants one summer. In mid-May, I crush the dried blooms and just plant the flat seeds in shallow rows. 

• Tithonia, or Mexican sunflower, is one of the most fun for me. The plants, which bear vivid orange daisy-looking flowers, can grow over 7 feet tall.

• Celosia, or “cock’s comb,” are very easy to grow and they also reseed. These have the velvety red blooms that look like rooster combs.

• To round out your garden, plant the super-easy sweet basil seed. They come up fast and last all summer until frost.

Just make sure you water your plants. Don’t let them dry out. I plant my flower, vegetable, and herb seed in big pots and just keep them there. They’re a lot easier to manage. — Michael Donahue

Free Jazz: Just What the Doctor Ordered 

If you should find yourself asking, “New year, new me, sure — but how?” this January, try my surefire way of dusting off the mental cobwebs, shaking up old habits, and finding a fresh perspective: free jazz.

Of course, very few free, out, experimental, or avant-garde musicians would use that antiquated term anymore. I still like it, even as a punch line, but let’s just call it improvisatory music. By any name, it can be the perfect catalyst for rethinking your own personal big picture.

Because it grows from extemporized thought, such music stays unpredictable, making it a sure tonic for anyone stuck in a rut. Yet it’s not incoherent. Just listen to one of last year’s finest releases, one of many emerging from our city’s thriving improvisatory scene: Sonic Alchemy Suprema, featuring a world-class improvisational drummer now based in Memphis, Ra Kalam Bob Moses. Technically, the album is by Alma Tree, a group that includes Ra Kalam, Vasco Trilla, and Pedro Melo Alves — all drummers. And though three horn players also join them, the sheer richness of the percussive tones alone will keep your ears fascinated. Give the album a few minutes and, as the virtuosic players speak to each other through sound, the tales they seem to spin emerge organically, sewing dramatic threads of thought and imagination. 

At times meditative, at times frenetic, the moods they conjure will surely get you thinking outside of the box — or the algorithm. On the surface, it sounds like a punch line: Hey, try rethinking your life to the sound of bells, gongs, ratchets, drums, and horns on a free jazz album. But really, it’s a matter of “kidding on the square,” as the old jazzers would call it: a joke that tells the truth. — Alex Greene

Be a Part of the Solution

With my job requiring me to be tuned in to how current events affect specific communities, I’m also inclined to research how citizens grapple with solutions to certain problems. It doesn’t take a deep dive into the city to show that people are concerned about our youth and their trajectories. For decades there’s been a heavy emphasis on law enforcement to intervene aggressively on youth crime and intervention. While enhanced conversation on the relationship between law enforcement and young people is always encouraged, there are ways for the community to be proactive as well.

For 2025, I’d like to see more community engagement and involvement in nonprofits and organizations that focus on improving the lives of youth in Memphis. Crisis and crime intervention are always at the forefront of community involvement; however, at-risk youth are not monolithic and don’t exclusively occupy these spaces. As a community we can consider volunteering and supporting arts organizations who seek to provide an outlet for our youth. Organizations like the Young Actors Guild have prided themselves in improving graduation rates and college enrollment by cultivating an interest in the arts for young people. Not to mention the plethora of schools that are always looking for tutors to help students in need. 

Improving the lives of young people requires involvement from all sectors. Youth need to know that the people in their community are invested in their well-being and interests. This can lead to confidence and improved outcomes in so many areas, which can positively impact Memphis as a whole. — Kailynn Johnson

No Spin New Year

I’m cable news sober since November 5th. Not one second of MSNBC, CNN, Fox, or any other network’s “news analysis” has crossed my eyes. Yet, I’m better informed than ever because I’m no longer consuming the garbage I used to watch every night — the garbage that fed my outrage machine and my confirmation biases. Instead, I’ve signed up for AP News, which is ranked the most down-the-middle news site. Also good are Reuters, BBC, The Guardian, and the straight news reporting by the major dailies. They all send links to your phone through the day, so you don’t miss anything. 

Sometimes on social media a teaser will spin its way through to my attention. Last week, CNN wanted me to watch a clip where apparently resident troll Scott Jennings was trashing the legacy and integrity of former President Jimmy Carter on the day of his death. No thanks. The more clicks that stuff gets, the more they publish it. I’m out. For good. I’m getting my news the old-fashioned way; I’m reading it on my phone. — Bruce VanWyngarden

Get to It!

The only task any of us should be concerned with as we enter yet another new year is that of cooking the seeds. That is, finishing the leftover business we’ve put aside or not gotten around to.   

Cases will differ from person to person, but for most of us, that entails a lot of catching up to do. Dust off that incomplete manuscript and finish the book. Patch up that broken friendship. Stop griping about how slow the boat is going and put your own oar to work. And, since you’re not really going to be an expatriate, swallow your disappointments about the public weal and find some volunteer organization that can use your two-cent’s worth.

Instead of wishing you’d said this or that to him or her, go ahead and say it now. Even though it’s no longer timely, it may well clarify the outcome.

None of this should preclude any new initiatives on your part. In fact, clearing off the cluttter will give you a clean new desk and good ideas for filling it up again. You’ll likely discover that this process can begin at once.

And don’t worry about getting it all done and having to face some terrifying void. You’ll never get through. That’s kind of the idea.

Oh, and if you’re that rare individual who’s always caught up on everything, here’s an idea: Learn a new language; you’ll confront the same old world, but with a wholly different way of looking at it. — Jackson Baker

A Look into 2025

So, like, apparently, 2025 is around the corner. Around the corner of what? From what? That’s just semantics. And at the Flyer, we’re basically already in 2025. That’s just how our deadlines are — always working a week ahead, or maybe two days ahead. Because of that, we can see into the future. Not really, but here are some of our predictions/expectations/hopes for the new year in Memphis. 

In the Headlines

Police Reforms

It’s easy to predict that reforms for the Memphis Police Department (MPD) will dominate headlines at least in the early part of 2025. 

The U.S. Department of Justice’s (DOJ) blistering review of the agency said police here used excessive force (which included tons of Tasers and pepper spray), discriminated against Black residents, and used harsh tactics against children. The review came after the beating death of Tyre Nichols at the hands of MPD officers in 2023. 

The DOJ wants to enter into a consent decree with the city. This would install federal monitors to watch and make sure reforms are moving ahead. But, so far, local leaders, including Memphis Mayor Paul Young, have said they don’t want the monitors for various reasons, including the fact that consent decrees cost too much money.

Young has promised to reform MPD in-house. Criminal justice reform advocates say they want the DOJ oversight because the police should not police themselves.     

The need for reform comes, too, as the city prepares to pay what could be a $500-million verdict in the civil suit to the family of Nichols’ for his death.

Cannabis Fight

Cannabis will certainly be in Tennessee news in 2025. 

Rules that would ban smokeable products containing THCA were issued from the Tennessee Department of Agriculture (TDA) in January 2024. Industry leaders fought the rules all last year. A lawsuit on the matter was pending as of press time.

TDA says THCA goes over the legal THC limit when it’s burned or smoked. This gets consumers high, which is why a lot of conservatives don’t want “intoxicating” cannabis products. Their ability to get consumers high is why the industry says these products — allowed by laws passed by the legislature — are so popular and are a major portion of their business. 

Those industry leaders complained that bureaucrats, not elected officials, made the new rules. So expect legislation from the Tennessee General Assembly when they reconvene in January 2025. 

Pissed About Reappraisals 

Also, expect your property taxes to go up — maybe way up. 

January will bring a new property tax appraisal in Shelby County. And Shelby County Property Assessor Melvin Burgess began warning locals about this in 2024, maybe to try to get folks used to the idea. 

In an August news release, Burgess said data showed property values increasing. That will likely mean a “significant increase in tax assessments” for homeowners. And that means higher taxes. 

Add higher assessments to the Memphis City Council’s new 49-cent property tax rate hike approved in 2024, and it could mean outrage when those tax bills hit mailboxes.

BlueOval City

More concern and hand-wringing is likely on deck for Ford’s BlueOval City project next year. 

Expectations were high when Ford unveiled the project in 2021. The $5.6 billion manufacturing facility in Tennessee was the largest investment in the state’s history. Since then crews have been hard at work raising the massive plant on six square miles of West Tennessee about an hour from Memphis. 

However, global electric vehicle (EV) demand softened. While the automaker planned to begin production of its all-electric Ford Lightning truck here next year, it pushed production back to 2027. In that time, the company awaits lower-cost battery technology and a higher demand for EVs in general. In that time, too, worries will persist about the future of Ford in West Tennessee. Still, the company did pull Santa behind a Lightning in the recent Brownsville Christmas parade. — Toby Sells

MATA

2024 will be remembered as the year in which conversation regarding transit consistently found its way to the forefront. And Memphis Area Transit Authority (MATA) has faced a tumultuous year — from the revelation of the $60 million deficit that the agency had been operating under, to the route and staff cuts, to the entire board’s dismissal.  

The new board decided to pause proposed changes until February 2025. While this temporarily stalled one problem, questions over MATA’s future and leadership prevail.

On Tuesday, December 17th, the MATA board voted to continue negotiating a contract that could lead to temporary leadership changes. If approved, TransPro employees would take over as interim CEO, CFO, and COO for eight months. The proposal prompted several questions from board members, but they voted to form a committee to gain more clarity.

Looking ahead, the board will need to address the February 2025 changes which could lead to service cuts and layoffs. The agency will also need to identify more funding sources, while potentially welcoming a new team of leadership. — Kailynn Johnson

Political Forecast

The coming year happens to be the one year out of every four-year cycle in which there are no major elections scheduled in Memphis/Shelby County. But that is not to suggest that there will not be intense political activity. In fact, potential candidates for the county, state, and federal offices in the elections of 2026 will be working feverishly during the year to organize and declare their campaigns. At stake will be contests for Shelby County mayor, to succeed the term-limited Mayor Lee Harris, and for the 13 members of the county commission, as well as races for governor, the state legislature, Congress, and the U.S. Senate seat now held by incumbent Republican Bill Hagerty. 

Announcements of candidacies for these offices should be forthcoming early in 2025. 

There will be one more major attempt by Governor Bill Lee and his allies in the Republican legislative supermajority to pass comprehensive school voucher legislation when the Tennessee General Assembly reconvenes in January. Preliminary estimates are that this time the measure to extend taxpayer-funded private school stipends statewide has good chances for passage. Also to be expected are further efforts by GOP members to impose stricter controls (or more severe usurpations) on the law enforcement infrastructure of Shelby County. It remains to be seen if GOP state Senator Brent Taylor gains any traction in his effort to seek legislative removal of Shelby County DA Steve Mulroy.

Both major political parties in Shelby County will be selecting new chairs, the Republicans in January, the Democrats in April. State GOP chair Scott Golden of Jackson was reelected in December, but Democrats will be choosing a new leader in January to succeed Hendrell Remus. One of the major candidates is state Representative Gloria Johnson of Knoxville, who ran unsuccessfully for the U.S. Senate in November. 

The Shelby County Commission will face the new year not only with some last-minute updates in its funding priorities, but with a stepped-up formula for establishing a budget and meting out allocations. In an effort to adhere to previous commitments to build two new schools for Memphis-Shelby County Schools, Mayor Harris and the commission will be seeking means to compensate for lower than anticipated revenue aid from the state government. 

Both local governments may come in for support and new modes for inter-governmental cooperation through the aegis of a newly formed and privately endowed ad hoc organization called More for Memphis. But the mechanics and prospects for such an arrangement remain obscure, for the moment. — Jackson Baker

On the Roster

One year without playoff basketball for our Memphis Grizzlies is quite enough, thank you. A trio of healthy star guards (Ja Morant, Desmond Bane, Marcus Smart) and the addition of a towering rookie center (Zach Edey) have the Grizzlies near the top of the NBA’s Western Conference standings. Better yet, the Grizz are among the top scoring teams in the Association, averaging more than 120 points per game. Where might this take a franchise that’s reached the conference finals only once in three decades? Go back to that word: healthy.

Morant only played in nine games a season ago (he served a lengthy suspension before his shoulder injury). Smart only played in 20. Bane barely played half the season (42 games). The end result was a 27-55 campaign. Morant is an All-NBA talent, Smart a former Defensive Player of the Year, and Bane an All-Star-to-be. If they stay on the floor through April, Memphis could well reverse that 2023-24 record and earn a top-four seed for the postseason. Can the West be won? Five different teams have gone to the Finals out of the Western Conference the last five seasons. There’s no current behemoth that would be considered unbeatable in May. The NBA Finals at FedExForum? Let’s believe.

At the college level, coach Penny Hardaway’s Memphis Tigers captured attention in November with an upset of Connecticut — the two-time defending national champions — at the Maui Invitational, bringing enough attention to climb into the Top 25 (16th) before an upset at home to Arkansas State. Is this another fall tease like the 2023-24 season, the Tigers setting up an immense fan base for a middling conference schedule? The answer is in the hands of two more star guards: transfers PJ Haggerty and Tyrese Hunter. A pair of glass-cleaning rim protectors — Dain Dainja and Moussa Cissé — give Memphis something it didn’t have a year ago, suggesting a repeat of the winter blues may be unlikely. A December upset of Clemson on the road and a less-than-intimidating American Athletic Conference are positive signs for a return to the NCAA tournament.

There will be life after basketball season for Memphis sports. Baseball America’s Minor League Pitcher of the Year, Quinn Mathews, will likely start the 2025 season with the Memphis Redbirds. Another pair of rising stars — pitcher Tink Hence and infielder JJ Wetherholt — have AutoZone Park in their sights. The Redbirds hope to end a postseason drought that dates back to 2018. The club will open the season with an exhibition against the parent St. Louis Cardinals on March 24th.

On the gridiron, the Memphis Tigers will enter their 2025 season on a pair of impressive streaks. The program has reached bowl eligibility 11 consecutive seasons and has scored at least 20 points in 40 consecutive games, tops in the country. Antwann Hill, the highest-ranked quarterback ever signed by Memphis, will don blue and gray for the first time and hope to replicate the success enjoyed by the departed record-setting Seth Henigan. One nugget Hill could grab that Henigan didn’t: a conference championship. — Frank Murtaugh

Coming Soon

It’s not so much that 2025 is getting off to a slow start as 2024 finished strong. Christmas week brought a torrent of new releases beyond the usual awards season crush. So you can spend your first week of dry January catching up with titles like Disney’s Mufasa: The Lion King, directed by Moonlight’s Barry Jenkins; the Bob Dylan biopic A Complete Unknown, starring Timothée Chalamet and directed by Walk The Line’s James Mangold; and Babygirl, an erotic thriller starring Nicole Kidman. I will never understand the decision to release Robert Egger’s vampire creepfest Nosferatu on Christmas instead of two weeks before Halloween, but you should probably see it if you’re into that kind of thing.

It’s not until January 10th that we get our first new releases of the new year, and that’s Den of Thieves 2: Pantera starring Gerard Butler and O’Shea Jackson Jr. The next week things start to pick up again with Wolf Man, a Blumhouse horror reboot of the lupine Universal monster. One of Them Days is a buddy comedy with Keke Palmer and SZA, which sounds promising. The month closes out with comedy: You’re Cordially Invited starring Will Ferrell, Reese Witherspoon, and an alligator. 

In February, somebody learned the lesson about seasonal programming and scheduled Love Hurts for the week before Valentine’s Day. It’s an action comedy starring Ke Huy Quan and Ariana DeBose. On the holiday proper, we’ve got Bridget Jones: Mad About The Boy and Captain America: Brave New World, a combo which is sure to provoke many lovers’ quarrels over Valentine date night viewing. Then there’s The Monkey from Osgood Perkins, so that’ll be weird/scary. The Day the Earth Blew Up: A Looney Tunes Movie is a sci-fi Bugs Bunny feature aimed directly at me. Paul W. S. Anderson adapts George R.R. Martin’s In the Lost Lands

March comes in with Ryan Coogler and Michael B. Jordan’s dip into horror, Sinners, and the Zambian black comedy On Becoming a Guinea Fowl. March 14th is a showdown between Steven Soderbergh’s techno thriller Black Bag and Avengers maestros Russo brothers’ The Electric State. Disney’s live action Snow White boasts a screenplay by Greta Gerwig and stars Rachel Zegler as the drowsy protagonist. 

In April, many of you will be dragged to A Minecraft Movie. I am eagerly awaiting Bong Joon-ho’s Mickey 17, starring Robert Pattinson as a disposable space hero. Blockbuster season starts in May with Marvel’s first swing of the year, Thunderbolts. The ever-creative Michel Gondry’s first musical, Golden, bows on May 9th, and the millennials’ favorite ambient horror franchise Final Destination: Bloodlines follows on the 16th. The 23rd looks to be a showdown between Tom Cruise’s Mission: Impossible — The Final Reckoning and Disney’s Lilo & Stitch reboot. June’s looking stacked with a John Wick spin-off Ballerina, Pixar’s Elio, the How to Train Your Dragon reboot, and the long awaited zombie capper 28 Years Later. July’s got James Gunn’s Superman, a new Jurassic World film for some reason, and The Smurfs Movie. August closes out the summer with Freakier Friday and the Paul Thomas Anderson crimer One Battle After Another, starring Leonardo DiCaprio. 

October brings Tron: Ares, but besides The Black Phone 2, looks pretty slim on horror. In November, we come back after the intermission with Wicked: For Good, and Edgar Wright’s adaptation of Stephen King’s The Running Man. December will be dominated by Avatar: Fire and Ash. Never bet against James Cameron. — Chris McCoy

Live Music, Ho!

A multitude of ways to ring in the new with live bands await you on New Year’s Eve. Growlers will host Blacklist Union, Line So Thin, and Josey Scott, erstwhile lead singer for Saliva who won acclaim as a solo artist with “Hero” from the Tobey Maguire-led Spider-Man. For something completely different, crooner Gary Johns will serenade Beauty Shop patrons that night, while Bar DKDC sports another incredible singer, Jesse James Davis, from big beats to ballads, not to mention the dance-inducing bounce of Bodywerk. For some Beale bounce and soul, aside from the street party, Eric Gales tops the Rum Boogie bill and the B.B. King All Stars shine at their namesake club. Or tribute bands can bring yesteryear alive, with Louder Than Bombs’ Smiths sounds at B-Side, or Play Some Skynyrd and Aquanet at Lafayette’s Music Room. Prefer freshly spun wax? That’s it’s own kind of live. Try DJ Funktual at Eight & Sand.

Once January is underway, our musical arts institutions resume their 2024-25 seasons. The Iris Collective will present the New York-based Overlook Quartet in The Green Room at Crosstown Arts on January 16th, showcasing music’s healing powers through meditative practice. On the edgier tip, Iris’ March 8th concert at Germantown United Methodist Church, with guest violinist Elena Urioste spotlights works by Max Richter, Astor Piazzolla, and Dmitri Shostakovich. Meanwhile, Germantown Performing Arts Center will present the groovier side of innovation with bassist-composer Meshell Ndegeocello’s show, No More Water: The Gospel of James Baldwin, on January 11th. And Opera Memphis brings Carmen in late January.

The Memphis Symphony Orchestra comes out swinging with its tribute to the “American Maestro,” Leonard Bernstein, on January 18th and 19th, in a program culminating with his Symphonic Dances from West Side Story. Another maestro will be celebrated a month later, when the MSO welcomes guest soloist Yo-Yo Ma February 25th at the Cannon Center of Performing Arts. 

On the more rocking side of things, early January marks the 90th anniversary of the birth of Elvis Presley, and Graceland Live will honor it in style with shows spanning January 8th to 10th. Yet the venue has lately embraced some distinctly non-Presley-esque music as well, like the February 6th appearance by 21st-century rockers Theory of a Deadman (an Elvis reference?), experimenting with an unplugged approach to their heavy sound. The unplugged aesthetic will also be celebrated at the Halloran Centre’s Memphis Songwriters Series, with Mark Edgar Stuart welcoming Hannah Blaylock, Rice Drewry, and Raneem Imam on January 6th. Soon after, Sweet Honey in the Rock will bring the raw power of the human voice to the Halloran on January 24th. And speaking of powerful voices, Mary J. Blige will appear “For My Fans” — like some of us who saw her in 1995— at the FedExForum on February 2nd.

But what’s a mere human voice compared to The Man-Machine? Many are laser-focused on Kraftwerk taking over the Overton Park Shell on March 25th. Inside the MPD

In the wake of the killing of Tyre Nichols by members of the Memphis Police Department’s SCORPION Unit in January 2023, the Department of Justice (DOJ) initiated an investigation of the MPD to determine if officers regularly violated citizens’ rights. After 18 months of reviewing case files and video, interviewing Memphians, riding along with officers, and observing the inner workings of the MPD, the DOJ released its findings on December 4th. The 70-page report concludes, “After an extensive investigation, the Department of Justice has reasonable cause to believe that the MPD and the city engage in a pattern or practice of conduct that deprives people of their rights under the Constitution and federal law.”

“Don’t Kill Me!” 

The DOJ investigators highlighted four key findings: 1. MPD uses excessive force. 2. MPD conducts unlawful stops, searches, and arrests. 3. MPD unlawfully discriminates against Black people in its enforcement activities. 4. The city and MPD unlawfully discriminate in their response to people with behavioral health disabilities. To support these findings, investigators cited numerous instances of violence by MPD officers against the citizens of Memphis. “Excessive force is routine in MPD,” DOJ investigators write. “Officers use force as a first resort, demand unquestioning obedience, and exact punishment if they do not receive it.”

Nine police cars and 12 officers responded to a call where a mentally ill man stole a $2 soft drink from a convenience store. After he put his hands up to surrender, he was beaten. He screamed, “Don’t kill me!” and tried to run away. He was subdued and repeatedly tased while face-down on the ground, then served two days in jail for disorderly conduct and theft. 

In another case, three officers tackled a man who had littered in a public park. “The man had done nothing wrong, but was ‘talking all this shit,’ according to one officer, and would not tell the officers his name. When the man dropped his drink while leaving the park, four officers surrounded him. … While handcuffed in the patrol car later, the man told a lieutenant that he was trying to follow the officers’ directions, but they had already decided to charge him: ‘I even offered to pick the can up.’”

The DOJ report finds fatal flaws in the MPD’s frontline strategy. “Memphis has relied on traffic stops to address violent crime. The police department has encouraged officers in specialized units, task forces, and patrol to prioritize street enforcement. Officers and community members have described this approach as ‘saturation,’ or flooding neighborhoods with traffic stops. This strategy involves frequent contact with the public and gives wide discretion to officers, which requires close supervision and clear rules to direct officers’ activity. But MPD does not ensure that officers conduct themselves in a lawful manner.” 

In two instances cited in the report, officers followed drivers to their destinations and confronted them for traffic violations. One woman was standing on the porch of a relative’s house. After she didn’t produce ID and told the police they were “not welcome on the property,” officers cuffed her, roughed her up, and threatened to pepper spray her. The report states, “After locking her in a police car, one officer asked, ‘So what did we see her do?’ When an officer suggested the woman’s car had improperly tinted windows, another officer responded, ‘All this for a tint?’ The officer shook his head and gestured with his hand that the woman talked too much.”

In another incident, officers forced their way into the home of a woman accused of driving with expired tags and failing to stop at a stop sign. “No exigent circumstances demanded they enter the woman’s home, and the officers had no justification to use force to push their way inside for a nonviolent traffic infraction,” reads the report. After arresting the woman in front of her crying child, “… one officer reflected, ‘In the grand scheme of things, this does not seem like it was worth it.’” 

Officers frequently use potentially deadly neck restraints, similar to the one Minneapolis Police Department members applied fatally to George Floyd when he was killed in 2020. In Memphis, an intoxicated man was repeatedly choked into submission until he urinated on himself. “He was not charged with any crime.” 

After offering a ride home to a man suffering a mental health crisis, the police uncovered an outstanding warrant for theft. The officer pulled the man from the police car, saying, “You’re fixing to get your ass whupped.” When the man tried to flee, the officer beat him and put him in a neck restraint. 

Officers were frequently observed beating, tasing, and pepper spraying people who were already restrained and posed no threat. “One officer hit a handcuffed man in the face and torso with a baton eight times.” 

In addition, “Officers repeatedly permitted police dogs to bite or continue to bite people, including children, who were nonresistant and attempting to surrender.” 

In one incident, an officer investigating a stolen vehicle report “fired at a car at least eight times at a fast food drive-thru in the middle of the day, jeopardizing other officers and bystanders. … MPD’s investigation improperly found that this use of deadly force was justified.” 

In a sidebar titled “Sick of his fucking mouth,” the DOJ investigators write, “MPD officers escalate incidents involving minor offensives by responding to perceived insults, disrespect, or ‘verbal resistance’ with unconstitutional force. … Some MPD officers seem to believe that questioning their authority justifies force — as one supervisor told us, ‘If someone says, “I ain’t under arrest,” that’s resisting arrest right there.’” 

Children were not spared the MPD’s methods. When one 16-year-old girl called police to report that she had been assaulted, she ended up in handcuffs. “After three hours, officers removed the handcuffs to reposition them. As she complained that her hands were hurt and swollen and tried to move her wrists, the officers grabbed her and pushed her face down onto the ground to handcuff her again. The girl was then arrested and charged with disorderly conduct.”

When officers were dispersing a crowd after a fight at a high school football game, one officer singled out a “relatively small-statured teen girl trying to leave the premises, yelling ‘Bye! Bye!’ at her. The officer’s taunts provoked the girl, who talked back. In response, the officer shoved the girl, yelling, ‘Get out this motherfuckin’ lot.’ The girl pushed back, and two other officers approached the girl from behind and threw her on the ground. The officers then lifted the girl in the air and slammed her face down into the pavement. The officer who started the altercation told her to ‘Get your dumb ass up,’ and called her a ‘stupid bitch’ as the girl was led away in handcuffs.”

When officers chased two Black boys, aged 15 and 16, who were suspected of a curfew violation, one officer, who had dropped his mobile phone in the chase, said, “I am fucking these little kids up, man. … I am fucking you all up. I just wanted to let y’all know that.” 

In another incident, “One officer shot a teenager, and then another officer hit the teenager three times in the head with the butt of his handgun and at least 12 times with a closed fist. The teen was disarmed, seriously injured, and posed no threat at the time. Prosecutors later sent a letter to MPD stating that they ‘seriously considered recommending criminal charges’ against the officer because of the ‘more than one dozen closed fist punches to the face’ that the officer delivered. The prosecutors wrote, ‘We trust that you will handle this as an internal matter and leave it to your sound discretion.’ We saw no evidence that any further investigation took place or that any discipline was imposed. The officer remains employed at MPD.”

The report concludes, “Supervisors do not address these recurrent practices, and some at MPD defend these practices. As one field training officer told us, ‘We’re not excessive enough with these criminals. We baby them.’”

Black People Bear the Brunt

On page 37 of the report, DOJ investigators write, “MPD’s own data show that across a range of different law enforcement actions, MPD treats Black people more harshly than white people when they engage in similar conduct.” 

While 64 percent of Memphians are Black, 81 percent of the MPD’s traffic violations are issued to Black people. Officers issued 33.2 percent more moving violations in predominately Black neighborhoods than they did in predominately white neighborhoods. Black drivers were cited for equipment violations at 4.5 times the rate of white drivers; for improperly tinted windows, the rate was 9.8 times. Public health data indicates that both Black and white people use cannabis at the same rate, but MPD arrested Black people for marijuana possession at more than five times the rate of white people. 

The report found that the MPD stopped and cited one Black man 30 times in three years. In another case, “MPD stopped a Black man outside a dollar store ‘due to multiple robberies of dollar stores in the area,’ according to the police report. The officers had no reason to suspect that this particular man took part in the robberies, and the man told them he was just waiting for a friend. When he didn’t leave or produce ID, police handcuffed him, beat him with a baton, and pepper sprayed him. The officers had no reason to believe that the man engaged in criminal activity and lacked reasonable suspicion to stop him. But they arrested him anyway, and he spent a night in jail. Prosecutors declined to pursue any charges stemming from the incident. After the incident, the man noted, ‘They had no reason to do this. And they’re out here doing this to people every day.’”

Mental Health Crisis

In 1988, after the MPD killed a mentally ill man who was cutting himself, the city founded the Crisis Intervention Team (CIT). Composed of officers who have specialized training in dealing with behavioral health issues, the CIT became a model other city’s police departments emulated. But the DOJ found “serious problems with the CIT program,” and that “officers often escalate behavioral encounters and use combative tactics almost immediately after arriving to behavioral health calls. … We observed CIT officers in Memphis belittle and mock people with behavioral health disabilities. In one incident, a CIT officer hit a man in the head and threatened him with a Taser while officers called him a ‘motherfucker,’ ‘bitch,’ and a ‘dumbass.’” One CIT officer earned the nickname “Taser Face.”

One 8-year-old Black boy with four behavioral health diagnoses encountered the MPD nine times between December 2021 and August 2023. He was threatened with tasing, handcuffed, and repeatedly thrown onto a couch. In one incident, when the boy stuck out his tongue, the CIT officer responded by bending his arm back and screaming, “I can break your arm with the snap of my wrist.” 

The report says that while 75 percent of 911 calls involving people with mental illness are nonviolent, “MPD’s training on behavioral health primes officers to approach people with behavioral health disabilities with force and aggression, and our review revealed they often do. For instance, a training given to all new officers erroneously teaches that people with bipolar disorder do not feel pain.” 

The City Responds

At a press conference on December 5, 2024, Mayor Paul Young responded to the DOJ’s findings — while repeatedly emphasizing that he had not read the report. “I believe that even one incident of mistreatment by the police is one too many. … The report the DOJ released last night is going to be difficult to read. Some of the incidents the DOJ report described are simply not acceptable, and our hearts go out to every person who has been impacted by those actions.”

In cities such as Seattle, New Orleans, and Chicago which have previously been the subject of DOJ investigations, city governments entered into consent decrees, negotiated with the DOJ, that outline the steps police departments must take to improve. At the press conference, Young ruled out signing such a decree. “We believe adjustments we’ve already begun making must continue, and that they must expand. It’s my job as mayor to fight for the best interests of our entire community. Every member. After carefully considering the information we received from DOJ, we didn’t believe that entering into any agreement in principle or consent decree right now, before even thoroughly reading the DOJ report, would be in the best interest of our community. It’s crucial that the city has the time to do a thorough review and respond to the findings before agreeing to anything that could become a long-term financial burden to our residents, and could, in fact, actually slow down our ongoing efforts to continuously improve our police department.” 

Young cited recent statistics which show a 13 percent drop in crime overall, and a 19 percent drop in violent crimes. Police Chief C.J. Davis echoed the mayor’s position that the department is on the right track. “In some of the areas that have been outlined in the report, we have made significant changes aligned with the Department of Justice, getting their support with some of the training that has been ongoing, not just this year, but in previous years.” 

In response to the sections of the report regarding the MPD’s treatment of children, Davis said, “We spend a lot of time with our children in our community. We graduated over a thousand children from our D.A.R.E./G.R.E.A.T. program, and work consistently to try to improve those relationships. We’re going to look through the report to ensure that we’re not missing anything.”

Shelby County District Attorney Steve Mulroy has studied the full report. “I think it’s very concerning and shouldn’t be dismissed. I still think the vast majority of folks on the force are people of good faith. They have a hard job, having to make quick decisions in stressful, sometimes dangerous situations. But that doesn’t mean there can’t be systemic issues of culture, training, and supervision that cry out for reform.”

When Shahidah Jones of the Official Black Lives Matter Memphis Chapter read the report, she recalls thinking, “Not to be cynical, but it was just like, ‘Duh.’ We didn’t choose to target police because we didn’t have anything else to do or we were looking at these one-off instances. A very large part of organizing is for us to learn history and do our political study. … This is not something new. This is the way police have been taught to operate.” 

Josh Spickler, executive director of criminal justice-reform nonprofit Just City, agrees. “I’m not particularly surprised by the report. I recognize some of these stories, some of the examples from media reports. Many of these things are well-documented and well-known incidents. And the findings are bad and awful, and as even Mayor Young said, hard to read, but they are not surprising.”

For Amber Sherman, who lobbied the city council for reform in the wake of the Tyre Nichols killing, the report felt like vindication. “My immediate action really was that it just corroborated everything that, you know, we as organizers here in Memphis have been saying for so long, especially with Decarcerate Memphis, where we’ve been really pressing the issue about pretextual stops and how dangerous they are.”

Decarcerate Memphis’ Alex Hensley, who drafted the reform ordinances which were passed by the city council in reduced forms after the Tyre Nichols killing, says she, too, feels vindicated by the report. “Activists and organizers have been saying all of these things for years on end, and then to have the DOJ — which is a policing entity, by the way — to say that, yeah, we need to not prioritize these low-level violations.” 

DA Mulroy says, “We need to rethink about using specialized units for routine enforcement. And distinguish between traffic stops that actually affect safety or real crime, like moving violations and drive-out tag fraud violations, which make sense. But some of these minor equipment violations, the data shows the hit rate on those is very low — you’re talking like 2 to 3 percent of the time do you find weapons or drugs or somebody that’s wanted on a serious charge. But the data also show those are precisely the types of offenses that are associated with racial profiling. You really have to think about what kind of a bang you’re getting for your buck. You’re potentially alienating the community that you most want to cooperate with law enforcement because they’re the ones who see the crime.” 

City council member Dr. Jeff Warren said he had not yet read the report. “If you remember, around the time that Black Lives Matter occurred after the George Floyd killing, the council began a process where we were involved with the police department, trying to initiate reforms. Some of the reforms that we actually initiated were negated by the state legislature. … I think we’ve been in the process of reform since this current police chief came on board; we’re doing that right now. That’s one of the reasons I don’t really think that the city needs to be entering into a consent decree that will cost taxpayers multiple millions of dollars, when it’s something we’re already trying to do.”

When asked about the DOJ’s finding that MPD recruits are taught that people with bipolar disorder cannot feel pain, Warren, a family physician, responded, “I don’t know where they got that from. Just because it’s written in a report doesn’t mean that’s the truth.”

The treatment of what the MPD calls “mental consumers” is one issue where there may be consensus on reform. The DOJ report cites multiple high-ranking MPD officers, as well as Memphis Fire Department officials and 911 call-takers, who believe that a new department specializing in mental health situations is needed to shift the burden from the MPD. 

“We should listen to them on that,” says Hensley. “If this city is so pro-police, listen to them on this subject. Clearly, there are a lot of mental health calls and a lot of mental health issues within our community that I think tie back to these issues of poverty, lack of housing, lack of investments in basic necessities. We have to come up with something different.” 

Spickler says, “There’s data that shows that most interactions with people in mental health crises are not violent. There are ways of responding that wouldn’t lead you to have to tell people falsely that people with bipolar don’t feel pain. One of the great suggestions of this report is that we don’t have to send an armed person to some of the things that we send them to, like a stranded motorist, traffic accidents, and mental health calls. These are all things that can be handled with someone who has safety and resolution as their mission and not what we have in this police department — and most police departments, frankly — and that is a warrior mentality. There’s an arrogance to it, and there’s an offensiveness to it. 

“There’s nothing about policing that should be offensive. It’s ‘to protect and serve,’ right? Many police departments across America have tried to shift to a guardian model, which is how policing, I think, is most effective. But throughout that report, you see very clear evidence that that is not the case at the Memphis Police Department. There is no guardian mentality. It’s not taught; it’s not modeled. It’s really not expected. What is expected is that you get what you want by whatever means necessary.” 

Will Anything Change?

The election of Donald Trump, who has promised a “brutal approach” to law enforcement, has brought the next steps into question. Whether a future DOJ would sue to impose a settlement with the city is an open question.

“I’m not gonna speculate about their motivations, but I think it’s obvious to anybody that there’s a very good chance that a lot of this will be dropped or, at a minimum, they’ll be less aggressive about enforcing it with the new administration,” says DA Mulroy. “We’ve seen that before with the prior Trump administration. That could be anyone’s calculus in dealing with the aftermath of November 5th.”

At his press conference, Mayor Young said, “We would have the same position regardless of the outcome of the presidential election.” 

A consent decree with the DOJ would result in federal monitors being assigned to the MPD in order to ensure that they do not violate citizens’ constitutional rights. In his regular Friday email on December 6th, Young wrote, “Instead of a broad and potentially prolonged federal oversight via a consent decree — which could impose millions in costs on our residents — we believe by taking a holistic, community-focused approach we can move further and faster toward the change we need with less cost to our community.”

These costs must be weighed against the costs of not acting, says Hensley. “I think they’re going to pay for it one way or another. First of all, they’re bloating the costs. We’ve looked at other cities, some of them have been high, but it’s spread out over time. There are just all these other elements that are being left out to make it seem like we’re going to go bankrupt next year. That’s disingenuous. Tyre Nichols’ family is suing them for $500 million — and that’s just one person. I’m not their chief financial officer, but you can look at that clearly and see the costs are going to be far worse if they don’t sign the consent decree, or if they don’t do these reforms.”

245 Facts About Memphis

A good fact is hard to find, especially in these truth-fluid times. But it’s nice to know there are a few solid ones you can stand upon. 

That was my thinking as I pitched this story to our editor, Shara Clark. Then I started compiling these facts and realized even some of them can be fluid. A classic example: Which was the first rock-and-roll song, “Rocket 88” or “That’s All Right”? Either one still makes Memphis the “birthplace of rock-and-roll,” though. Right?

Also, some data rhyme and you have to pick them apart. Example: The current graduation rate for Memphis-Shelby County Schools is 87.3 percent. But the Memphis population with only a high school degree is 31 percent. Both facts are listed as just “Memphis graduates” in a couple of datasets. 

Keep all this in mind as you peruse our list of facts. We’ve tried hard to hit the middle of the dartboard. But nailing down a fact can be a slippery thing sometimes. Reframe Culture

In October, the city of Memphis hired its first ever director of creative and cultural economy — DeMarcus Suggs — as part of the newly established Office of Arts and Culture.

Suggs describes his position as one of a centralized collaborator and convener, supporting artists and cultural organizations while boosting their economic impact. It’s about making sure the city’s ecosystem — businesses, restaurants, hotels, sports, and cultural policy — complements, welcomes, and retains the arts on a citywide scale. 

“Memphis has a lot of really talented artists. We also have some really grit and grind entrepreneurs that have a vision. They have a dream, and they’re willing to build it,” Suggs points out.

With this in mind, Suggs is ready to listen. So far, he’s been in conversation with arts organizations and philanthropists, and now he’s ready to talk to individual artists in a town hall listening event on December 9th, with more to come. He wants to hear the strengths and weaknesses of Memphis. “I’m an optimist that loves to have the full picture, and so I don’t ignore the challenges,” Suggs says.

This first year, he says, will be themed “reframe culture.” “That’s really us being able to use [and collect] data,” Suggs says. “We’re going to be framing what success looks like for us as a city.”

Starry, Starry

You don’t need to look too far in the sky to see the stars, not at the Memphis Brooks Museum of Art. That’s where Greely Myatt has installed his Starry, Starry starscape for the museum’s inaugural Winter Art Garden — an installation which opened at the end of November and stemmed from the artist’s recent obsession with stars.

A massive star — aptly titled Big Star, with a nod to the Memphis-based band — sits against the Brooks Museum near its entrance; at night, neon lights the star’s five edges made of scrap signposts. To the side of it, on the pedestals where statues Spring and Summer once stood, another star is propped up, this one made of charred wood. “It’s a fragmented star,” Myatt describes. “When I was making the other stars [for previous shows], I kind of became interested in, instead of the completeness of it, letting the mind mentally finish it.”

The wood of this fragmented star — Star Fall — comes from a pine tree Myatt grew himself. Meanwhile, Sirius (Dog Star and Pup), which is suspended between two trees, is made of broom handles, and Star Sprays, which fill up spring up from the plaza’s tables like bouquets of sparklers, are made of traffic signs.

Reflecting on the use of stars in his work, Myatt says, “They’re abstract, but they’re real. It’s kind of like Dave Hickey once said, ‘A Pollock doesn’t mean anything, but it has meaning. [We can find meanings for it, if we care to.]’”

Q&A: Preston Jackson

Earlier this year, the Metal Museum named Preston Jackson as its 38th Master Metalsmith. “A Hidden Culture,” the exhibition now on display in honor of Jackson’s achievement, features 16 freestanding sculptures and four paintings by the artist, who describes the show as revealing “history that has been buried, forgotten, or deemed unimportant by society.” The Flyer had a chance to speak with Jackson about the show.

Memphis Flyer: What was your reaction to being named the Metal Museum’s Master Metalsmith?

Preston Jackson: When I got the call to get involved in this, especially being in Memphis, you know, where my ancestors are from that area, I jumped at that opportunity, and I took it on, even preparing new works for the show. So it was an uplift to do what you’re supposed to.

I didn’t realize it had inspired new works.

Some of the pieces, maybe two or three, are in the show, and the one at the [Memphis] Botanic Garden, there’s a very large relief piece there [Tales of the River Cities].

Your work goes into history and wants to uncover hidden histories, right?

Yeah, things that people feel uncomfortable talking about. … I find that looking back and re-understanding, rethinking about things that were only a hint in your past because you didn’t have the facilities to understand them or express them, it’s almost like admitting it’s good to be human.

Did you always know that you wanted to tell stories of other people, or was this kind of like something that you developed? 

A lot of these traits that I have today were discovered, as my parents tell the story of my growing up, many years ago, right at the beginning of my little life as a young kid. Growing up in Decatur, Illinois, a product of the great migration that happened, my life is so much a part of that history. My exhibit gave me a chance to express my feelings about that.

And when you’re looking at these stories, are you doing a lot of research? 

Yeah, you don’t want to be wild in your thinking, because of how important it is to tell the truth. Just look at our politics today. Truth is sought after, and it’s valuable. If we live a lie or believe in lies, we’re going to sort of destroy the entire civilization.

The vinyl records boom shows no sign of slowing down. This year, the hot records are all by women artists, says Chris Braswell, owner of River City Records. “A lot of the new pop artists are women, like Olivia Rodrigo, Taylor Swift, Lana Del Rey, Sabrina Carpenter, [Charli XCX] Brat, and Chappell Roan. She was on Saturday Night Live three weeks ago, I believe. I didn’t see it, but I had several people come in Sunday saying, ‘Did you see Chappell Roan last night?’”

Now entering its fourth year of operation at 101 S. Main, River City Records has a huge selection of music, and the equipment to play it on. “Our turntables have been really popular,” says Braswell. “People are still getting turntables for Christmas, and we’ve got several to choose from.” 

If you don’t know what to get, don’t despair. “People sometimes don’t know the right album to buy for somebody, or if they’ve already got that particular album of a certain artist. Gift cards are really popular here, so they can stroll through the store and decide what record they want.” 

River City Records’ Dave Anderson says there’s even more to choose from. “We’ve got vintage T-shirts, and then we’ve got our own brand, and other studios. Our T-shirts are really popular.”

Feeling a little disgruntled with the standard corporate online shopping options, I decided to gift locally made art to friends and family this holiday season. And as soon as I stumbled upon their unassuming holiday-only storefront in Gattas Plaza, near the Knowledge Tree, I knew I’d found the right place. Through those double doors, a world of color opened up like I’d landed in Oz, as I surveyed the booths of nearly three dozen craftspeople and their wares, with all manner of pottery, glass, jewelry, metal, fabric and fiber, mixed media, and photography on display before me. What’s more, the vibe was pleasant and welcoming, perhaps because of a kind built-in camaraderie among members of the Memphis Arts Collective, organizer of the holiday market.

Cat Snyder, a glass sculptor who’s selling her work there, as well as helping to produce the event, was just as enthused about the other members’ handiwork as her own. “Oh, you’ll love Brian Maness’ stained glass over there! And there’s an incredible potter next to him,” she exclaimed. I was drawn in by both the conviviality and the vivid artwork, from objets d’art to paintings to prints to hats to cards, all fresh out of the artists’ studios, looking for the perfect wall, shelf, or wardrobe to call home. — Alex Greene

You’ve seen someone wearing that bright yellow T-shirt from the old Buccaneer Lounge and thought you’d been out-Memphised.

It must be the best thrift store find of all time, you thought. But it looks so new. How did …? But you push the question away before allowing yourself to truly consider the person might be a time traveler.

Give people more time for the holidays. As in a Zen clock made by Jimmy Crosthwait.

The puppeteer, artist, and musician (who co-founded Mudboy and the Neutrons and now plays with Sons of Mudboy) is again offering his Zen clocks and Zen chimes as well as his candlestick sculptures at WinterArts. He also will be featuring new pieces which he calls “Karmic Wheels.” 

“The Wheel of Karma is a Hindu and Buddhist concept of just life and rebirth and death and rebirth,” Crosthwait says. “How you live this life will determine your status in the next life. … I’m taking a certain artistic license when I design these.”

The wooden pieces are about 21 inches across, he says. “And have, for the most part, ceramic centers with spokes radiating out to the rim.”

The spokes are metal wires onto which Crosthwait threads beads. Some of the pieces, which are stained, have appliqués around them. Others are etched into the wood around the hub with a laser printer. “Some are cut out of a Masonite-like material,” he says. “And I will glue that to the wood and stain it.”

Crosthwait, whose clocks have no hands or moving parts, says the pieces essentially look like clocks. They’re round and they have a pendulum. But there are no hands. 

This year, Crosthwait’s clocks are a little bit different. “I was mostly putting them on serving trays, platters. And I would have pendulums hanging down that were usually some sort of metal or tinsel. This year, I’m doing, essentially, a lot of wooden pieces that have either appliqué on the rims or are etched with the laser printer. Just carved into the wooden circles.”

Business Unusual at MATA

When we spoke to the Memphis Area Transit Authority’s interim CEO Bacarra Mauldin in August, she called the state of affairs at MATA “business unusual.”

This summer, Mauldin and her team were in the process of finalizing the budget for Fiscal Year 2025 (F25). They had promised their board they would present a balanced financial plan after it was announced that the agency was in a $60 million deficit. The balanced budget, with plans for bus route suspensions and more than 200 layoffs, was unanimously passed, and would only further affirm Mauldin’s confidence in her own assessment of the current climate as “business unusual.”

“It’s not everyday that you have your whole board replaced at once,” Mauldin says now, reflecting on the most recent move made by Memphis Mayor Paul Young.“I trust Mayor Young, we’ve partnered, and he has a vision for how he wants this to go. He sent a clear message that he wants things to change — and we intend for them to change — and I support his vision,” Mauldin says.

Young made the move to replace the entire MATA Board of Commissioners in October, following a draft report from transportation consulting firm TransPro. The 117-page recommendation — which one city council member called “scathing” — summarizes recommendations for the agency and analyzes bus usage, ridership, and on-time performance, among other things. Its purpose was to highlight the pressing challenges the agency faced and call for urgent action.

TransPro conducted its analysis from August 19th to October 11th — during which time the board passed the budget without questions. This proved to be a point of concern for TransPro when evaluating MATA. “Existing MATA board fails to provide reasonable oversight,” the report said. “Just a month ago the MATA board unanimously adopted a budget with no questions … for a fiscal year that started more than 100 days prior.”

The consulting firm found only 26 percent of the community believed in the agency’s ability to efficiently handle public funds. In order to gain the public’s trust regarding management of funds, they recommended the entire board be replaced.

“The MATA board as currently constituted should be replaced with new members who will take seriously their responsibility to act as the policy and oversight entity of the agency,” the report said. “New board members should be trained on expectations and responsibilities.”

Mayor Young’s decision exemplified his intentions to start a “clean slate” at the transit authority, which had been at the center of controversy and public discourse for months.

In the Interim

In February, Mauldin was named interim CEO following the retirement of former MATA CEO Gary Rosenfeld. Her appointment came a few months after the agency opted to nix their controversial 2023 proposed winter service changes.

These changes were proposed as a way to enhance the agency’s on-time performance and efficiency. This included stopping service after 7 p.m. as well as suspension of numerous routes. After hearing from the public at both board and public meetings, as well as from state leaders such as Justin J. Pearson, the board of commissioners opted to keep service as usual.

service, by addressing their shortage of mechanics and bus repair backlog. At the time, officials said they were missing 20 percent of all of their scheduled trips.

Mauldin took over as interim CEO in the aftermath, and one of the first things she did in her official capacity was retain the services of an external CFO, Hamish Davidson of J.S. Held LLC. According to Mauldin, MATA had not previously had a CFO — a crucial position in stabilizing the organization’s financials.

Shortly after publicly announcing that the agency had been operating in a deficit, officials presented their budget proposal to the Memphis City Council, who has historically been the agency’s primary source of operating funds. The council allocated more $30 million to the agency for FY25. During this time, they also said they would be more involved in MATA’s budget moving forward. Officials instantly began their process of refining the budget. Mauldin said their largest expense was wages and fringe benefits.

In the summer, Mauldin admitted that if they were still operating in the way they had been previously, they would require a budget of $85 million; instead, she proposed a draft budget of $67 million. With this draft proposal, Mauldin acknowledged there would be cuts that would impact routes, staff, and other factors. She added that these changes would “hurt,” yet they would provide the agency with a “solid sustainable foundation” to thrive.

The interim CEO said they had not been able to identify funding for their current operating system, which has caused them to make the proposed cuts. According to MATA, they would also be streamlining staffing and vendor costs, as they prepared to submit the final budget for approval. 

Days before the agency presented their balanced financials, officials announced they would be suspending trolley services, after discovering a brake issue which resulted in a “costly recommendation” from Tennessee Department of Transportation (TDOT). MATA opted to “temporarily suspend the service as opposed to making that spend” at the time. Eighteen employees were laid off as a result. The new budget was approved by the former MATA board at a meeting that same week, which included a plan to lay off more than 200 employees and suspend several ridership routes.

While the new board of commissioners voted to delay the proposed changes until February 2025, several problems have been left unanswered.

In analyzing these problems, many commentators note that these aren’t the result of one administration. Bennett Foster, executive director of Memphis For All, says most of these problems come as a result of previous leadership and people who “lack imagination.”

“Frankly, these white men who have been running MATA and running our city for the past eight years, they not only lack imagination for what MATA could be, but they also lack political will to do anything about it because of who MATA serves,” Foster says. “Black, working-class Memphians are not getting the services they need because of the people in charge and the people those leaders were serving.”

Foster says Mauldin has the “imagination and power to bring in people — both federally and statewide — to help progress the agency forward and bring in revenue.” But barriers remain in getting past these issues. 

“Nobody wants to take blame for what happened, and politicians want to point the finger at management and management can’t really respond because [Mauldin] doesn’t know where they kept the receipts — it’s not her fault,” Foster says. “Of course as soon as a Black woman takes over it’s like, ‘Okay, now we need to hold you accountable.’”

A Two-Fold Discussion

Conversations about MATA seem to fall in two different categories — evaluation of leadership and funding solutions — with many of the conversations intersecting. Groups such as the Memphis Bus Riders Union and Citizens for Better Service say these cuts sent the wrong message to riders and drivers, and that the changes sent a message that “[the board] was in favor of service cuts and layoffs.” Sammie Hunter, co-chair of the Memphis Bus Riders Union, was quoted as saying the budget was enough of a reason for Mayor Paul Young to “clean house.”

Further criticism of the administration and the board stemmed from a September city council presentation by the agency. Councilwoman Yolanda Cooper-Sutton said Mauldin had been “gifted an issue from her predecessors” and condemned the agency for not asking for help in their budget crisis.

Officials reported they had been operating in an unrestricted budget deficit for the last 10 years, which also caused Cooper-Sutton to call out the board of commissioners, saying they should “share in accountability for the agency’s financial burdens.” Mauldin said the board did not know the state of affairs, and when she was given full visibility over their finances, she shared the information with the board.

“I know that it’s unbelievable,” Mauldin said. “I know that it’s unacceptable, but we have done everything in our power to bring this in-line so that we could provide the service this city needs and deserves.”

But there’s another side — funding — and that doesn’t solely rest on the shoulders of the agency. Much of the public discourse about MATA sheds light on the turbulence, but people like Foster say this doesn’t help procure additional funding.

“The people who are going to be impacted by these conversations are people that actually ride the bus,” Foster says. “It’s being used as an excuse to not take action and protect MATA from crumbling. Protect these riders — it should be talked about as a service, not [to talk about] these people who are in charge. Are we going to save MATA? People are thinking about the management — no, think about the riders. Are you willing to do what it takes to make sure they don’t experience an end to their bus routes?”

L. Rochelle Hubbard depends on MATA’s services for her day-to-day activities,with no part of her life that isn’t impacted by reliance on transit. Hubbard says she doesn’t feel like ridership is a priority in decision-making.

“It comes across that we’re at the bottom when decisions are made,” Hubbard says. 

She adds that she’s thankful for advocacy groups such as Better Transit for a Better Memphis who have helped amplify their voices, but she can’t help but feel that, although the agency hears their riders, “very little is done.” Still, Hubbard hopes that the new board, who she says has members that represent the voices of riders, will bring new change.

“Keep the riders at the forefront of this fight to establish a better transit for better Memphis,” Hubbard says.

Cardell Orrin, executive director of Stand for Children, says, in his advocacy work, public transit has consistently been among the top issues people have talked about, by both community members and elected officials.

“We’ve had studies that show how things could be better for people to access jobs, healthcare, food, education, workforce development — almost anything you can think of could get better if we had a better transit system,” Orrin says. “We’ve created a transit system of necessity. Only people who have to ride transit for the most part ride it, even though a lot of people we hear from would like to ride public transit, whether it be for convenience or the environment … but we can’t rely on an ill-functioning and an ill-funded system.”

Ridership has plummeted as a result of Covid-19, playing a major factor in the state of transit, Mauldin said in a previous conversation. Agencies are also in the aftermath of Covid-19 relief funds running out.“That really propelled the state of financial instability for transit agencies across the country, large and small,” Mauldin said.

Mauldin says the agency’s debt has been growing due to the increased cost of doing business, decreased ridership, and flat funding. Officials say funding also impacts on-time performance.

With the city being the agency’s primary funding source, many people such as Foster say the city shares in the responsibility to maintain transit service. Foster says the agency seems to have not been a priority in current and previous administrations.

Fuel to Move Faster

These months of turmoil reached a climax when Memphis Mayor Paul Young said he was looking to start a “clean slate” by replacing all members of MATA’s board of commissioners following the release of a draft report from TransPro.

The analysis indicated that public transportation has its share of financial challenges — which MATA officials have continuously noted, citing lack of funding contributing to their budget woes. However, TransPro said MATAs challenges “are further amplified by a lack of focus on the daily needs of customers, poor financial management and oversight, and the pursuit of major projects that are straining the limited staff and fiscal resources of the authority.”

While many people have applauded the report — as it led to a change in board leadership — it isn’t without flaws. Orrin, for example, says people have problems with public transit and where the money is going. But, he says, the report fails to provide context for how public transit is funded locally as opposed to other cities. 

“I affirm that people are concerned about having adequate public transit. I think working back from that, the cause is not necessarily what they relate there about whether [it’s funding] being put toward these bigger projects, because the challenge of making that kind of connection is that the bigger projects they list are supposed to make transit better.”

One example Orrin refers to is MATA’s Memphis Innovation Corridor, the first bus rapid transit (BRT) system in Memphis. BRT is commended as representing the future of public transit, as a bus route that operates like a rail line with 31 stops along the way. 

Mauldin says they have not made any decisions to scale back from the project at this time, as they also value the contributions from federal partners such as Congressman Steve Cohen and the Federal Transit Administration.

“The BRT project is the core of the mobility system,” Mauldin explains. “We’re continuing to work with Mayor Young and his administration to see that project through at this point.”

She adds that the report also indicates making a new operation system a priority, a recommendation they are following.

“Overall, the report didn’t reveal anything we didn’t already know,” Mauldin says. “Things were already underway, so it’s good to have that report to validate some of that. We’re using that report as fuel to move us a little faster in that direction that we were going. We’re well aware of some of the problems that existed, but again, those problems didn’t start on February 1st when I became the interim. We definitely are working very hard — from the moment I took over — to try to rectify as many of those as necessary, but the fundamental issue for all of that is a lack of funding. We just don’t have the dedicated funding.”

What’s Next?

Mauldin’s recent appointment as interim CEO comes after being at the agency for three and a half years. Though this year has had its share of controversy and setbacks, Mauldin views it as a valuable step forward in elevating public conversations around transit.

“Public transportation is more of a conversation today than it was when I first got here,” Mauldin says. “People are truly giving it the time and attention that it’s really needed for quite a long time. The fact that we’re talking about it means we’re on the right path to truly fixing it because we all know this community really needs and deserves quality transit.”

Currently, MATA is working on a financial plan to bring the trolleys back, with Mauldin saying they expect to bring something to the board “very soon.” 

In evaluating the TransPro report, Mauldin says they are taking a “hard look” and working with Young on solutions, but there are a lot of things the report showed that they already knew.

Moving forward, MATA is looking to work with city, state, and federal partners to get more funding while also working with community groups and riders. And Mauldin says they’re not running from accountability.

“We’re not happy about the state of the transit authority right now and the service we provide,” she says. “We’re working every day, all day, half of the night even, trying to make service better, and I’m actually very proud of our team and what we’ve been able to accomplish so far along the journey.”

In the midst of chaos and discourse, Mauldin says she doesn’t want the work of the operators to get overlooked. While there is work to be done, she says the resilience and commitment of her team is important to address.

“The story of MATA is going to be a story of resilience,” Mauldin says. “We’re going to be the comeback kids. I believe that with all of the attention, all of the interest and development of our system, we’re going to be better on the other side because of this.”

Foster says they’re hopeful about Mauldin and her administration, saying they agree with who should take priority in decisions — the riders.

“I like her. I like the new board,” Foster says. “That’s promising, that’s giving me hope, and I do think what we saw in Nashville with the transit referendum is kind of sending a signal that people want public transit. People want that service, so I think we should prepare for something similar. We can put that on the ballot in 2026 and try to get some dedicated revenue.”

A Festival of Dreams

The mission of the Indie Memphis Film Festival is to bring films to the Bluff City which we could not see otherwise. Some Indie Memphis films return to the big screen the next year, like American Fiction, which screened at last year’s festival and went on to win an Academy Award for writer/director Cord Jefferson. For the last 27 years, it has been an invaluable resource for both beginning and established filmmakers in the Mid-South. Early on, the festival launched the career of Memphis-based director Craig Brewer, whose recent limited series Fight Night was a huge hit for the Peacock streaming service. Many others have followed. 

This year’s festival brings changes from the norm. First of all, it takes place later than usual, with the opening night film, It Was All a Dream, bowing on Thursday, November 14th, and running through Sunday, November 17th. There will be encore presentations at Malco’s Paradiso on Monday, November 18th, and Tuesday, November 19th. “We are having encores because our biggest complaint is that we have too many films back to back that people want to see. So that was a direct response to our audience,” says Kimel Fryer, executive director of Indie Memphis.

Opening night film It Was All a Dream is a documentary by dream hampton, a longtime music writer and filmmaker (who prefers the lowercase) from Detroit, Michigan. Her 2019 film Surviving R. Kelly earned a Peabody Award and was one of the biggest hits in Netflix history. 

“I’m really excited to see how everyone thinks of our opening night film,” says Fryer. 

It Was All a Dream is a memoir, of sorts, collecting hampton’s experiences covering the golden era of the hip-hop world in the 1990s. “I really enjoyed watching it, especially seeing footage of Biggie Smalls, Prodigy from Mobb Deep, Method Man, and even Snoop Dogg before they became icons. They’re just hungry artists. Even Q-Tip is in it, and the other night, Q-tip was inducted into the Rock & Roll Hall of Fame. So I was thinking about that as I was watching the awards. He was such a baby in this field, he had no clue 20, 30 years from now he was going to be on this stage,” says Fryer. 

The festival is moving in space as well as time. While the festival will return to its longtime venue Malco Studio on the Square, there will be no screenings at Playhouse on the Square this year. The 400-seat Crosstown Theater will screen the opening night film and continue screenings throughout the long weekend. On Saturday at 11 a.m., it will also be the home of the Youth Film Fest. “This is the first year we’re combining the Youth Film Fest with the annual festival,” says Fryer. “That’s really cool, being able to allow the youth filmmakers to still have their own dedicated time, but also to be able to interact and see other films that are outside of their festival. We do have some films that are a little bit more family-friendly than what we have had in the past.”  

Flow

Among those family-friendly films are a great crop of animated features, including Flow by Latvian director Gints Zilbalodis. Flow is a near wordless adventure that follows a cat and other animals as they try to escape a catastrophic flood in a leaky boat. The film has garnered wide acclaim in Europe after debuting at the Cannes Film Festival, and will represent Latvia in the International category at the Academy Awards. 

“I thought it was interesting because, of course, when Kayla Myers, our director of programming, selected these films, we had no idea some of the more recent impacts from the hurricanes and things of that nature would happen,” says Fryer.

Boys Go to Jupiter

Julian Glander’s Boys Go to Jupiter is a coming-of-age story about Billy 5000, a teenager in Florida who finds himself tasked with caring for an egg from outer space. First-time director Glander is a veteran animator who did the vast majority of the work on the film himself. The Pittsburgh-based auteur told Cartoon Brew that he and executive producer Peisin Yang Lazo “… did the jobs of 100 people. I have no complaints — it’s been a lot of work, but it feels really good to make a movie independently, to not have meetings about everything and really own every creative decision.” 

Memoir of a Snail

The festival’s third animated film, Memoir of a Snail by Australian animator Adam Elliot, is the story of Grace (Sarah Snook), a young woman who escapes the tedium of her life in 1970s Melbourne by collecting snails. When her father dies, she is separated from her twin brother Gilbert (Kodi Smit-McPhee) and put into an abusive foster home. We follow Grace as she navigates a difficult life, full of twists and turns, with only her snails as a constant comfort. “Memoir of a Snail is an adult animated film,” says Fryer. “Bring the kids at your own risk.”

The spirit of independence is what puts the “indie” in Indie Memphis. The festival has always been devoted to unique visions which question the status quo. Nickel Boys, the centerpiece film which will screen on Sunday night at Crosstown Theater, is by director RaMell Ross. “I’m really excited about that film,” says Fryer. “But also, it uses film as a critique. It’s based on the novel from Colson Whitehead that won a Pulitzer Prize.”

Nickel Boys takes place in 1960s Florida, where a Black teenager, Elwood (Ethan Cole Sharp), is committed to a reform school after being falsely accused of attempted car theft. There, he meets Turner (Brandon Wilson), and the two become fast friends. The film is shot by Jomo Fray, who was the cinematographer behind All Dirt Roads Taste of Salt, which opened last year’s Indie Memphis festival. It is highly unusual for its first-person perspective, which shifts back and forth between the two protagonists, so that you are put in the perspective of the characters, who are battling to keep their humanity in a deeply inhumane environment. 

Fryer says bringing radical artistic works like these to Mid-South audiences is central to the organization’s mission. “I think that’s honestly one reason why people like Indie Memphis. Don’t get me wrong, people do like to see the very well-known films, the more commercial films, the ones that get a lot of press. But I think the people who enjoy coming to Indie Memphis also enjoy seeing things outside of the box, seeing things that push the narrative. And it makes sense when you think about Memphis. Memphis is never going to be this cookie-cutter place, and people who live here love it because it’s not.”

Funeral Arrangements

This year’s festival has a strong local focus, with seven features in the Hometowner category. One of the locals is a 15th anniversary screening of Funeral Arrangements by Anwar Jamison. The writer/director is low-key one of the most successful Memphis filmmakers from recent years, having produced, directed, and starred in Coming to Africa and its sequel, which were both big hits in Ghana and other African countries. Funeral Arrangements was his debut feature.

“Man, talk about a passion project,” Jamison says. “I just think back to being in film school in the graduate program at the University of Memphis, and now, it’s a full-circle moment because I’m teaching at the University of Memphis, and I have grad students and I’m working on these projects. I look back like, ‘Wow! That was me!’ And now I understand why my professors were telling me no, and that I was crazy to try to do a feature film for my final project, when I only needed 15 minutes. But I’m like, ‘No, I have this script!’ We had a bunch of young, hungry crew members. No one had done a feature, whether it was the crew or the actors. We had a lot of theater students in it, and everybody was just like, ‘Wow, this would be cool!’ They all saw my vision. I had the script, being that I come from a writing background, and everybody really jumped on board to make it happen. I feel like it was the perfect storm of young creativity and energy, and it really showed in the final product. I’m proud of it!” 

The idea for the film began with an incident at work. “Most of the things I’ve written start out as something that happened in real life, and then I take it and fictionalize it,” Jamison says. “It was based on an experience I had working a job that really was like that. I couldn’t be absent again, so I really lied to the supervisor and told him I had to go to a funeral. And he really said, ‘Bring me the death notice or the obituary.’ In real life, I didn’t do it, and he didn’t bother me. I ended up keeping my job. But as a writer, in my mind it was like, ‘Whoa, that would be funny. What if the guy really went to a funeral, and now he gets caught up in a situation?’ It just came from there.”

It was this idea that got Jamison’s talent noticed. “When I was an undergrad, actually in the very first screenwriting class that I took, my professor called the morning after we had the final project, which was to write the first act of a feature film. I’m like, ‘Why is this professor calling me?’ And she was like, ‘I really enjoyed the script. Could we use it as the example in class to read for the others?’ That let me know I was onto something.” 

Jamison says he’s ready to celebrate the past and looking forward to the future. “I have the third Coming to Africa that I’m preparing for, and I hope to do in 2025, if all goes well, and wrap that up as a trilogy. But what I found, once you get there, there’s just so many stories that connect the diaspora and Ghana in so many ways. There’s so many natural stories to tell that I would love to keep telling them.” 

Bluff City Chinese

“I actually got into filmmaking through fashion,” says Thandi Cai. “I was working in textile art for a while, and I was making a lot of costumes. A lot of the things that I was making didn’t really make sense in our reality right now, so I was starting to build stories around the costumes I was making. Then I wanted to create films out of those costumes and realized, ‘Oh, this is a potential career that I could follow!’ So then I started doing videography commercially, in addition to all these little small fashion films on the side. Film and video started becoming more of my storytelling practice, and a tool of how I could explain and share what I was learning with the world.” 

Bluff City Chinese

They began work on their documentary feature debut Bluff City Chinese in 2020. “It originally started out as an oral history project. And because, like I said, I think film is such a powerful tool, I started recording oral histories visually. But then didn’t know what we were going to do with it.” 

Several people suggested Cai apply for an Indie Grant. The Indie Memphis program, originated by Memphis filmmaker Mark Jones, awards two $15,000 grants each year, selected from dozens of applications by local filmmakers. Cai was awarded the grant in 2022. “I really didn’t have very high expectations of getting it, so I was just blown away and really grateful that we did.” 

Indie Grants are nominally for short films, but Cai said their project grew to 45 minutes. “It was just a huge, huge help. I think it made a really big difference because prior to getting that money, the vision for the documentary was very DIY, really lo-fi. I was not expecting this to be a full-fledged film, really. It was like, let’s try to get these oral histories out there by whatever we need to do to get it out there. To be able to have that money to really just dive in and see how far we could take the actual production value was just enormous. And yeah, it’s much more beautiful than I ever thought we could make it, and I think that will just help us be able to share these stories with more people.” 

Cai grew up in Memphis, but they say it wasn’t until later in their life that they were aware of the long legacy of Chinese immigrants who had made Memphis home. “That’s the crazy part! Growing up as a Chinese American in Memphis, I didn’t learn about any of this until 2020, and it was only because of all the things that were happening in the world, and especially to people who look like me. That’s why I’m pushing this film so hard because this isn’t something that a lot of us get to learn when we’re growing up. There haven’t been a lot of discussions or platforms that are sharing these stories. I consider a lot of the people that we talk about as my ancestors or my elders or my community members, but I didn’t meet a lot of them until very recently. I really hope that no matter how late someone is in their journey, that when they do find this connection to their roots, they feel like they can just jump in and embrace it.” 

Marc Gasol: Memphis Made

Director Michael Blevins is the head of video post-production for the Memphis Grizzlies. “Basically, the way I describe it is anything that gets edited, it comes through me and my team,” he says. “So the intro video that gets played before the game, I will edit that, and commercial spots or behind-the-scenes stuff about the current team.”

Before coming to Memphis in 2016, Blevins had previously been with the Chicago Bears, the Houston Astros (“I believe we had one of the worst records in baseball history,” he says), and the San Francisco 49ers. “Then I came here, and I overlapped with the subject of the documentary, Marc Gasol, for his last three seasons in Memphis. So I got to know him and Mike Conley really well.” 

Blevins normally works on a very quick turnaround, but the world of documentary films is quite different. It requires patience and flexibility. “In a project like this, the scope becomes bigger. In terms of production, in terms of lining up interviews, shooting, all that stuff, we were able to spend seven months on it. But in the same time, you then have 50 interviews. You got to tell an hour-and-a-half story basically. So a month or two to edit something in a vacuum sounds great compared to the usually quick turnaround of a current NBA team. But then you want to tell a story perfect because it is telling his whole story of his professional basketball career. So it’s not like with current content, when there’s always another game coming up. This is it. It’s a little dramatic, and he has a sense of humor, so we laugh about it. But it’s like writing somebody’s obituary. You’re not going to get another chance to do it. It’s their basketball career.” 

It was important to Blevins to go beyond the surface image of the star basketball player and uncover the emotions that drove him. “Marc is a super competitive guy, and the big thing was, as the people that knew him say — and a lot of people didn’t realize this from the outside — is that competitiveness would spill over a lot of times in terms of trying to deal with teammates. That’s one of my favorite segments in the film. It’s like 20 minutes about different stories people were telling about Marc being very competitive and looking back at everything through a different lens of today. And I think he looks at it very differently, where he felt like he could have been better. But he knows in his head, and different players say it in the film, they needed him to be like that. If that was a spillover of him chewing him out during the game and then after the time-out was over, he was going to give it all and make a play on defense to save that guy, or make a play on offense to set that guy up. It was going to be worth it. But I think athletes, and all of us in general, as we get older, sometimes if you reach success or you’re happy with what your career has done, you start to look back and think, ‘What was the cost of that?’” 

Cubic Zirconia

Jackson, Tennessee, native Jaron Lockridge’s Cubic Zirconia is the only locally produced narrative feature in a field of thoughtful documentaries. “I’ve been filmmaking now since about 2016, and just self-producing feature films, and going that route now that technology makes it easier. I just decided to jump out there and don’t take no for an answer.”

Lockridge, who began as a writer, produces, directs, lights, shoots, and edits his films. “When I found quickly that I couldn’t afford to hire people to produce my work, I just became that multi-tool to start producing my own work, and getting to this point now.” 

Cubic Zirconia takes place in what Lockridge calls The Stix Universe, which is tied into his self-produced web series. “It’s a good old-fashioned crime mystery, I like to say. It’s similar to something like Prisoners or maybe even a touch of Se7en, for people who like those type of movies. It follows a missing family, and these detectives are trying to find some answers to what happened. When they locate the deceased mother of this missing family, then it’s just an all-out blitz to find the children and figure out the ‘why’ behind it all. You’ve kind of got to pay attention. But when it comes to the end and you realize what’s happened, I believe it’ll be a shocker to a lot of the audience members.” 

Keith L. Johnson stars as the police detective on the case. “I’ve worked with him several times before. He’s one of my regulars, so we just have a great chemistry together to the point where I can just give him a script and give him very little direction. He just understands my work.” 

Memphians Kate Mobley and Kenon Walker are also veterans of the Stix Universe. Terry Giles is a newcomer. “He was one that I haven’t worked with before, and he was a very pleasant surprise. He only has a small time on the movie, but when you see him, you notice him. He commands the screen, and he’s a talent that I’m looking forward to working with again. I’m very excited about the performances in this movie.”

Down to the Wire

The 2024 election season had its share of both suspense and drama. 

That was certainly true of the quadrennial national election for president (arguably the most momentous one since the Civil War), which went down to the wire and frazzled millions of nerve endings before a winner could be discerned.

As all prognostications had it in advance, the presidential picture seemed headed for a resolution later than election night itself. Such opaqueness as lingered in the vote totals abruptly dissolved by the morning’s light, however. Shockingly, Donald J . Trump was back. With a vengeance.

At the center of the suspense had been the three so-called “blue wall” states of Pennsylvania, Michigan, and Wisconsin. It was presumed that a victory for Democrat Kamala Harris in all three of these habitually Democratic states would give her the presidency, but just barely. A victory for former GOP president Trump in any of them could drastically derail that prognosis. In the event, he appears to have won them all, as he did in 2016.

Nor was drama absent from the local side of the ballot. There is little prospect of the local results being challenged, as is always possible with the presidential numbers, but their effect may linger and, in some cases, simmer.

This is especially true of the series of referenda that Memphis voters were asked to pass judgment on. As of late Tuesday evening, election commission totals had all the referenda winning handily.

The most significant ones — the outcome of which was never much doubted — had set city against state and enraged the guardians of statehouse authority well in advance of the individual items receiving a single vote.

In brief, the offending referenda items of Ordinance 5908, asked city residents to approve (1) restoration of permits for the right to carry firearms, (2) a ban on the sale of assault weapons in the city, and (3) a “red flag” proviso empowering the local judiciary to confiscate the weapons of demonstrably risky individuals.

All of the items are “trigger laws,” to be activated only when and if state law should permit them.

Even so, the Republican Speaker of the state House of Representatives, Cameron Sexton, had made bold to threaten the city of Memphis with loss of state-shared revenues unless the offending referendum package — unanimously approved by the city council — was withdrawn from the ballot.

That was enough to make the Shelby County Election Commission blanch, but the council itself was not cowed and, led by Chairman JB Smiley Jr., sued to have the measures restored. Chancellor Melanie Taylor Jefferson obliged.

As did Memphis voters, in their turn. All three questions of Referendum 5908 passed by gigantic majorities of 100,00 votes or more.

Other referenda passed on Tuesday would: strike down the city’s existing ban of runoffs in at-large elections (Referendum 5884), impose a two-year residency requirement for Memphis mayoral candidates (Referendum 5913), and authorize the city council to determine the salaries of the mayor, council members, the city chief administrative officer, and division directors (Referendum 5893). 

All in all, it was a good night for the referenda, as well as for the council itself. And, arguably, for the citizens of Memphis.

Perhaps predictably, the form sheet also held for elective offices, with incumbents of both parties doing very well indeed.

Republican U.S. Senator Marsha Blackburn held off a challenge statewide from Knoxville state Representative Gloria Johnson, her Democratic opponent, though in heavily Democratic Shelby County, Johnson was leading, 156,303 to 104,633.

Another Republican incumbent, 8th District Congressman David Kustoff led Democratic challenger Sarah Freeman by a 2 to 1 margin in Shelby County’s portion of the vote, 66,398 votes to 30,255.

Meanwhile, 9th District Democratic Congressman Steve Cohen was overwhelming his perennial Republican opponent Charlotte Bergman even more dramatically with vote totals in the county of 162,299 to 47,634.

On the legislative scene, the much-ballyhooed District 97 state House race saw Republican incumbent John Gillespie edging out his Democratic challenger Jesse Huseth, 15,859 to 14,600.

And, in another state House race where Democrats nursed upset hopes, in District 83, incumbent Republican Mark White held off Democrat Noah Nordstrom, 19,283 to 13,713.

Most attention — locally, nationally, and even worldwide — remained on the showdown between Trump and Harris. 

As late as the last weekend before this week’s final vote, the presidential race was being referred to as a dead heat, a virtual tie, a sense of things apparently corroborated by a string of polls in the so-called “battleground” states — the Rust Belt trio of Pennsylvania, Michigan, and Wisconsin; the Sun Belt states of Nevada and Arizona; and the competitive Southern states of Georgia and North Carolina.

A freakish outlier poll in the presumably red state of Iowa showing Harris with a last-minute edge over Trump in Iowa, though, was an indicator of possible unexpected volatility.

That the presidential race had even gotten so measurably close was a reflection of a political standoff in which halves of the nation had seemingly cleaved against each other in a variety of different and sometimes paradoxical ways. 

This was not the same old story of Democrats versus Republicans. Both of those coalitions had undergone profound changes over the years. No longer was the “working class” (ditto, the “middle class”) to be grouped in a single body. Upward mobility had revised people’s notions of class, then stalled in such a way as to confuse them further. Generational change was rampant, and ethnicity was no longer a dependable metric for determining political attitude. Disagreement over social matters like gender identity and abortion policy had sundered the old divides.

The center could not hold. It was not only, a la Yeats, that the falcon could not hear the falconer. Social media and impatient ways had created multitudinous new sources professing to be the latter.

The nation’s two-party political system had atrophied to the point that, seemingly, neither was able to generate a dependable bench of A-list players. Donald J. Trump, the Republicans’ once and would-be future president, had come from the worlds of seat-of-the-pants commerce and TV showbiz to reign over a hodgepodge of time-servers, has-beens, and sycophants in his party, and Democratic incumbent president Joe Biden, a survivor of his party’s dwindling corps of traditionalists, headed up the Democrats.

That’s how things were at the end of the early-year primaries, and there were no few voices wondering aloud: Was that all there was, this uninspiring rematch of moldy oldies?

To give Biden his due, he had done his best to wreak from overriding political inertia some promising legislation, especially in the rebuilding of the country’s decaying infrastructure. To give Trump his due, he had recovered from a stupefying series of misdeeds, including, arguably, an aborted coup against the political system, to regain his political stature.

When the two met on a late-June debate stage on the eve of the two party conventions, the 81-year-old Biden, who had fared well in the earlier presentation of his State of the Union address, crumbled so visibly and profoundly that to many, probably most, observers, the presidential race seemed over then and there, especially when the 78-year-old Trump would go on to defiantly survive a serious assassination attempt two days before the opening of the GOP political convention in July.

But desperation in the Democrats’ ranks had meanwhile generated a determination to replace the compromised Biden at the head of the party ticket. Enough pressure developed that the incumbent finally, if reluctantly, had to yield, and realistically, given the lateness of the hour, the most feasible outcome proved to be that of elevating Vice President Kamala Harris, the erstwhile California senator and former prosecutor, in Biden’s stead at the Democratic convention in August.

Once the matchup between Trump and Harris got established, it quickly settled into an even-steven situation, a kind of free-floating draw in which the two sides always stayed within reach of each other.

From the Democratic point of view, this would seem something of a miracle. Nikki Haley had based her runner-up GOP presidential race on the conceit that a female could win the presidency, either herself or, with the aging Biden still a candidate, his vice president, Harris, still regarded at that point as a nonentity. It was Haley’s way of mocking the opposition.

Indeed, even in Democratic ranks, Harris was long seen to be something of a liability, a drag on the ticket. That this was due to the way she had been used — or misused — by the incumbent president (in the ill-defined role of “border czar,” for example) became evident only when she was freed to become her own person. 

On the stump in her own right, she proved to be a natural, with unsuspected reserves of charisma and an appeal that was fortified by her selection of the pleasantly homey governor of Minnesota, Tim Walz, as her running mate. (Trump’s choice as potential veep, the edgy Ohio Senator JD Vance, was clearly head-smart and acceptable to Trump’s base among the MAGA faithful but kept bumping up against his own innate arrogance.)

The change in tone among the Democrats was almost instantly evident. It came to be symbolized in the concept of “joy” and in Harris’ slogan, “a new way forward.”

While coming across as a certifiable New Thing, she was also able, credibly, to posit herself as the defender of constitutional values against the alleged schemes by the usurper Trump to override them in the interests of personal power.

“We are the promise of America,” she would say, uniting her own purpose with those of her audience members. 

Against this, against Harris, the ebullient rock-star presence on stage, Trump seemed buffaloed. In his fateful June debate duel with Biden, he had seemed vital, a hurricane of restless energy hurling scorn and unchecked charges at his befuddled opponent. Now it became more and more obvious that he, too, was a near octogenarian, with no new promise of his own to offer.

The shift in positions was fully demonstrated, post-conventions, in the follow-up debate with Harris when, matador-like, she had baited the bullish Trump with mockery of his rallies (which, in fact, were becoming more and more disorganized and less and less focused and empty of real content). His red-eyed response, that Haitian immigrants were eating the dogs and cats of Middle Americans in Ohio, was perfectly framed for the television audience by the split image of Harris’ gleeful wonderment at this out-of-nowhere non sequitur.

It was not long afterward that Harris’ progress was slowed somewhat, as much by a petulant media’s insistence that she submit to interviews as a sign of her seriousness as anything else. Dutifully, she did, and emerged with appropriate talking points — a middle-class tax cut, subsidies for small business and new housing starts, and legislation to suppress price-gouging. These would become highlights of the “to-do” list which she would juxtapose against what she characterized as the brooding Trump’s ever-multiplying enemies list. 

It became a cliche of press coverage that the former president’s seething ire at an imagined “enemy from within” was displacing what his would-be handlers wanted him to discuss — a supposedly intractable inflation and the pell-mell overcoming of the nation’s borders by a horde of illegal invaders. Both menaces, as it happened, were in something of an abatement — the former by a plethora of relatively rosy economic indices, the latter by fairly resolute, if delayed, executive actions taken by the lame-duck president in the summer and fall.

What Trump’s audiences were getting on the stump instead was the overflow of his ever more naked id, a witches’ brew of resentment and machismo — insults against his adversaries, threats to use the machinery of government against them, and improvisations on themes ranging from Arnold Palmer’s junk size to nostalgia for “the late, great Hannibal Lecter.”

Partly, this was due to what Harris characterized as her opponent’s presumed “exhaustion,” but partly, too, it was Trump’s instinctive reliance on what had always been the source of his appeal, an exposure of pure personality, a willingness, for better or for worse, to let it all hang out, to be The Show, a cathartic vehicle for release of his followers’ emotions. 

It was this penchant, after all, that had allowed him to sweep past a stage full of practical Republican politicians during the primary season of 2016 and, later that year, to surprise the calculating and overconfident Hillary Clinton at the polls.

GOP eminences — even those who, like Senate Republican Leader Mitch McConnell, despised Trump, or, who, like senators Marco Rubio and Ted Cruz, had been vilified by him, learned that they were no match for his carnival-like presence and resolved to use him for their own purposes, only in the end to be used by him instead for his. 

It remained a fact that, for all his defects, real and imagined, Trump was able to sustain a plausible hope of regaining the office he had lost to Biden in the pandemic-inflected campaign year of 2020.

And, beyond the presidential race itself, Republicans still nursed hopes of holding onto their slim majority in the House of Representatives as well as of capturing the Senate outright. At stake were such matters as healthcare, climate change, and reproductive policy domestically, as well as of meeting the economic challenge of China and in the conduct of foreign policy in the Middle East and vis-a-vis Russia in its challenge to NATO in Europe.
