Businessman Kemp Conrad was sworn in as the newest member of the Memphis city council in a ceremony Monday in the Hall of Mayors. Conrad, winner of a special election earlier this month, replaces former councilman Scott McCormick, who left to become president of the Plough Foundation.
Monday’s ceremony, which drew a decent-sized crowd, was followed up by a reception at the Madison Hotel.
Conrad’s first major action was to join with the minority Tuesday in a 7-6 vote which defeated attempts to liberalize the city’s residence requirements for new police officers.
