State Rep. Paul Stanley of Germantown got a little riled up because Governor Phil Bredesen and House Speaker JImmy Naifeh have suggested that the portion of income-tax revenue usually returned to the community it came from be withheld by the state and used for basic education programs or used to equalize teacher pay between rural and urban school districts. The tax on dividend returns does not affect the majority of Tennesseans, and the returns have most benefited Tennessee’s wealthiest communities. “I don’t think you penalize municipalities that are well-manged versus those that are not well-managed,” Stanley was quoted as saying. Everybody knows you penalize the poor.
