Inside the MPD

In the wake of the killing of Tyre Nichols by members of the Memphis Police Department’s SCORPION Unit in January 2023, the Department of Justice (DOJ) initiated an investigation of the MPD to determine if officers regularly violated citizens’ rights. After 18 months of reviewing case files and video, interviewing Memphians, riding along with officers, and observing the inner workings of the MPD, the DOJ released its findings on December 4th. The 70-page report concludes, “After an extensive investigation, the Department of Justice has reasonable cause to believe that the MPD and the city engage in a pattern or practice of conduct that deprives people of their rights under the Constitution and federal law.”

“Don’t Kill Me!” 

The DOJ investigators highlighted four key findings: 1. MPD uses excessive force. 2. MPD conducts unlawful stops, searches, and arrests. 3. MPD unlawfully discriminates against Black people in its enforcement activities. 4. The city and MPD unlawfully discriminate in their response to people with behavioral health disabilities. To support these findings, investigators cited numerous instances of violence by MPD officers against the citizens of Memphis. “Excessive force is routine in MPD,” DOJ investigators write. “Officers use force as a first resort, demand unquestioning obedience, and exact punishment if they do not receive it.”

Nine police cars and 12 officers responded to a call where a mentally ill man stole a $2 soft drink from a convenience store. After he put his hands up to surrender, he was beaten. He screamed, “Don’t kill me!” and tried to run away. He was subdued and repeatedly tased while face-down on the ground, then served two days in jail for disorderly conduct and theft. 

In another case, three officers tackled a man who had littered in a public park. “The man had done nothing wrong, but was ‘talking all this shit,’ according to one officer, and would not tell the officers his name. When the man dropped his drink while leaving the park, four officers surrounded him. … While handcuffed in the patrol car later, the man told a lieutenant that he was trying to follow the officers’ directions, but they had already decided to charge him: ‘I even offered to pick the can up.’”

The DOJ report finds fatal flaws in the MPD’s frontline strategy. “Memphis has relied on traffic stops to address violent crime. The police department has encouraged officers in specialized units, task forces, and patrol to prioritize street enforcement. Officers and community members have described this approach as ‘saturation,’ or flooding neighborhoods with traffic stops. This strategy involves frequent contact with the public and gives wide discretion to officers, which requires close supervision and clear rules to direct officers’ activity. But MPD does not ensure that officers conduct themselves in a lawful manner.” 

In two instances cited in the report, officers followed drivers to their destinations and confronted them for traffic violations. One woman was standing on the porch of a relative’s house. After she didn’t produce ID and told the police they were “not welcome on the property,” officers cuffed her, roughed her up, and threatened to pepper spray her. The report states, “After locking her in a police car, one officer asked, ‘So what did we see her do?’ When an officer suggested the woman’s car had improperly tinted windows, another officer responded, ‘All this for a tint?’ The officer shook his head and gestured with his hand that the woman talked too much.”

In another incident, officers forced their way into the home of a woman accused of driving with expired tags and failing to stop at a stop sign. “No exigent circumstances demanded they enter the woman’s home, and the officers had no justification to use force to push their way inside for a nonviolent traffic infraction,” reads the report. After arresting the woman in front of her crying child, “… one officer reflected, ‘In the grand scheme of things, this does not seem like it was worth it.’” 

Officers frequently use potentially deadly neck restraints, similar to the one Minneapolis Police Department members applied fatally to George Floyd when he was killed in 2020. In Memphis, an intoxicated man was repeatedly choked into submission until he urinated on himself. “He was not charged with any crime.” 

After offering a ride home to a man suffering a mental health crisis, the police uncovered an outstanding warrant for theft. The officer pulled the man from the police car, saying, “You’re fixing to get your ass whupped.” When the man tried to flee, the officer beat him and put him in a neck restraint. 

Officers were frequently observed beating, tasing, and pepper spraying people who were already restrained and posed no threat. “One officer hit a handcuffed man in the face and torso with a baton eight times.” 

In addition, “Officers repeatedly permitted police dogs to bite or continue to bite people, including children, who were nonresistant and attempting to surrender.” 

In one incident, an officer investigating a stolen vehicle report “fired at a car at least eight times at a fast food drive-thru in the middle of the day, jeopardizing other officers and bystanders. … MPD’s investigation improperly found that this use of deadly force was justified.” 

In a sidebar titled “Sick of his fucking mouth,” the DOJ investigators write, “MPD officers escalate incidents involving minor offensives by responding to perceived insults, disrespect, or ‘verbal resistance’ with unconstitutional force. … Some MPD officers seem to believe that questioning their authority justifies force — as one supervisor told us, ‘If someone says, “I ain’t under arrest,” that’s resisting arrest right there.’” 

Children were not spared the MPD’s methods. When one 16-year-old girl called police to report that she had been assaulted, she ended up in handcuffs. “After three hours, officers removed the handcuffs to reposition them. As she complained that her hands were hurt and swollen and tried to move her wrists, the officers grabbed her and pushed her face down onto the ground to handcuff her again. The girl was then arrested and charged with disorderly conduct.”

When officers were dispersing a crowd after a fight at a high school football game, one officer singled out a “relatively small-statured teen girl trying to leave the premises, yelling ‘Bye! Bye!’ at her. The officer’s taunts provoked the girl, who talked back. In response, the officer shoved the girl, yelling, ‘Get out this motherfuckin’ lot.’ The girl pushed back, and two other officers approached the girl from behind and threw her on the ground. The officers then lifted the girl in the air and slammed her face down into the pavement. The officer who started the altercation told her to ‘Get your dumb ass up,’ and called her a ‘stupid bitch’ as the girl was led away in handcuffs.”

When officers chased two Black boys, aged 15 and 16, who were suspected of a curfew violation, one officer, who had dropped his mobile phone in the chase, said, “I am fucking these little kids up, man. … I am fucking you all up. I just wanted to let y’all know that.” 

In another incident, “One officer shot a teenager, and then another officer hit the teenager three times in the head with the butt of his handgun and at least 12 times with a closed fist. The teen was disarmed, seriously injured, and posed no threat at the time. Prosecutors later sent a letter to MPD stating that they ‘seriously considered recommending criminal charges’ against the officer because of the ‘more than one dozen closed fist punches to the face’ that the officer delivered. The prosecutors wrote, ‘We trust that you will handle this as an internal matter and leave it to your sound discretion.’ We saw no evidence that any further investigation took place or that any discipline was imposed. The officer remains employed at MPD.”

The report concludes, “Supervisors do not address these recurrent practices, and some at MPD defend these practices. As one field training officer told us, ‘We’re not excessive enough with these criminals. We baby them.’”

Black People Bear the Brunt

On page 37 of the report, DOJ investigators write, “MPD’s own data show that across a range of different law enforcement actions, MPD treats Black people more harshly than white people when they engage in similar conduct.” 

While 64 percent of Memphians are Black, 81 percent of the MPD’s traffic violations are issued to Black people. Officers issued 33.2 percent more moving violations in predominately Black neighborhoods than they did in predominately white neighborhoods. Black drivers were cited for equipment violations at 4.5 times the rate of white drivers; for improperly tinted windows, the rate was 9.8 times. Public health data indicates that both Black and white people use cannabis at the same rate, but MPD arrested Black people for marijuana possession at more than five times the rate of white people. 

The report found that the MPD stopped and cited one Black man 30 times in three years. In another case, “MPD stopped a Black man outside a dollar store ‘due to multiple robberies of dollar stores in the area,’ according to the police report. The officers had no reason to suspect that this particular man took part in the robberies, and the man told them he was just waiting for a friend. When he didn’t leave or produce ID, police handcuffed him, beat him with a baton, and pepper sprayed him. The officers had no reason to believe that the man engaged in criminal activity and lacked reasonable suspicion to stop him. But they arrested him anyway, and he spent a night in jail. Prosecutors declined to pursue any charges stemming from the incident. After the incident, the man noted, ‘They had no reason to do this. And they’re out here doing this to people every day.’”

Mental Health Crisis

In 1988, after the MPD killed a mentally ill man who was cutting himself, the city founded the Crisis Intervention Team (CIT). Composed of officers who have specialized training in dealing with behavioral health issues, the CIT became a model other city’s police departments emulated. But the DOJ found “serious problems with the CIT program,” and that “officers often escalate behavioral encounters and use combative tactics almost immediately after arriving to behavioral health calls. … We observed CIT officers in Memphis belittle and mock people with behavioral health disabilities. In one incident, a CIT officer hit a man in the head and threatened him with a Taser while officers called him a ‘motherfucker,’ ‘bitch,’ and a ‘dumbass.’” One CIT officer earned the nickname “Taser Face.”

One 8-year-old Black boy with four behavioral health diagnoses encountered the MPD nine times between December 2021 and August 2023. He was threatened with tasing, handcuffed, and repeatedly thrown onto a couch. In one incident, when the boy stuck out his tongue, the CIT officer responded by bending his arm back and screaming, “I can break your arm with the snap of my wrist.” 

The report says that while 75 percent of 911 calls involving people with mental illness are nonviolent, “MPD’s training on behavioral health primes officers to approach people with behavioral health disabilities with force and aggression, and our review revealed they often do. For instance, a training given to all new officers erroneously teaches that people with bipolar disorder do not feel pain.” 

The City Responds

At a press conference on December 5, 2024, Mayor Paul Young responded to the DOJ’s findings — while repeatedly emphasizing that he had not read the report. “I believe that even one incident of mistreatment by the police is one too many. … The report the DOJ released last night is going to be difficult to read. Some of the incidents the DOJ report described are simply not acceptable, and our hearts go out to every person who has been impacted by those actions.”

In cities such as Seattle, New Orleans, and Chicago which have previously been the subject of DOJ investigations, city governments entered into consent decrees, negotiated with the DOJ, that outline the steps police departments must take to improve. At the press conference, Young ruled out signing such a decree. “We believe adjustments we’ve already begun making must continue, and that they must expand. It’s my job as mayor to fight for the best interests of our entire community. Every member. After carefully considering the information we received from DOJ, we didn’t believe that entering into any agreement in principle or consent decree right now, before even thoroughly reading the DOJ report, would be in the best interest of our community. It’s crucial that the city has the time to do a thorough review and respond to the findings before agreeing to anything that could become a long-term financial burden to our residents, and could, in fact, actually slow down our ongoing efforts to continuously improve our police department.” 

Young cited recent statistics which show a 13 percent drop in crime overall, and a 19 percent drop in violent crimes. Police Chief C.J. Davis echoed the mayor’s position that the department is on the right track. “In some of the areas that have been outlined in the report, we have made significant changes aligned with the Department of Justice, getting their support with some of the training that has been ongoing, not just this year, but in previous years.” 

In response to the sections of the report regarding the MPD’s treatment of children, Davis said, “We spend a lot of time with our children in our community. We graduated over a thousand children from our D.A.R.E./G.R.E.A.T. program, and work consistently to try to improve those relationships. We’re going to look through the report to ensure that we’re not missing anything.”

Shelby County District Attorney Steve Mulroy has studied the full report. “I think it’s very concerning and shouldn’t be dismissed. I still think the vast majority of folks on the force are people of good faith. They have a hard job, having to make quick decisions in stressful, sometimes dangerous situations. But that doesn’t mean there can’t be systemic issues of culture, training, and supervision that cry out for reform.”

When Shahidah Jones of the Official Black Lives Matter Memphis Chapter read the report, she recalls thinking, “Not to be cynical, but it was just like, ‘Duh.’ We didn’t choose to target police because we didn’t have anything else to do or we were looking at these one-off instances. A very large part of organizing is for us to learn history and do our political study. … This is not something new. This is the way police have been taught to operate.” 

Josh Spickler, executive director of criminal justice-reform nonprofit Just City, agrees. “I’m not particularly surprised by the report. I recognize some of these stories, some of the examples from media reports. Many of these things are well-documented and well-known incidents. And the findings are bad and awful, and as even Mayor Young said, hard to read, but they are not surprising.”

For Amber Sherman, who lobbied the city council for reform in the wake of the Tyre Nichols killing, the report felt like vindication. “My immediate action really was that it just corroborated everything that, you know, we as organizers here in Memphis have been saying for so long, especially with Decarcerate Memphis, where we’ve been really pressing the issue about pretextual stops and how dangerous they are.”

Decarcerate Memphis’ Alex Hensley, who drafted the reform ordinances which were passed by the city council in reduced forms after the Tyre Nichols killing, says she, too, feels vindicated by the report. “Activists and organizers have been saying all of these things for years on end, and then to have the DOJ — which is a policing entity, by the way — to say that, yeah, we need to not prioritize these low-level violations.” 

DA Mulroy says, “We need to rethink about using specialized units for routine enforcement. And distinguish between traffic stops that actually affect safety or real crime, like moving violations and drive-out tag fraud violations, which make sense. But some of these minor equipment violations, the data shows the hit rate on those is very low — you’re talking like 2 to 3 percent of the time do you find weapons or drugs or somebody that’s wanted on a serious charge. But the data also show those are precisely the types of offenses that are associated with racial profiling. You really have to think about what kind of a bang you’re getting for your buck. You’re potentially alienating the community that you most want to cooperate with law enforcement because they’re the ones who see the crime.” 

City council member Dr. Jeff Warren said he had not yet read the report. “If you remember, around the time that Black Lives Matter occurred after the George Floyd killing, the council began a process where we were involved with the police department, trying to initiate reforms. Some of the reforms that we actually initiated were negated by the state legislature. … I think we’ve been in the process of reform since this current police chief came on board; we’re doing that right now. That’s one of the reasons I don’t really think that the city needs to be entering into a consent decree that will cost taxpayers multiple millions of dollars, when it’s something we’re already trying to do.”

When asked about the DOJ’s finding that MPD recruits are taught that people with bipolar disorder cannot feel pain, Warren, a family physician, responded, “I don’t know where they got that from. Just because it’s written in a report doesn’t mean that’s the truth.”

The treatment of what the MPD calls “mental consumers” is one issue where there may be consensus on reform. The DOJ report cites multiple high-ranking MPD officers, as well as Memphis Fire Department officials and 911 call-takers, who believe that a new department specializing in mental health situations is needed to shift the burden from the MPD. 

“We should listen to them on that,” says Hensley. “If this city is so pro-police, listen to them on this subject. Clearly, there are a lot of mental health calls and a lot of mental health issues within our community that I think tie back to these issues of poverty, lack of housing, lack of investments in basic necessities. We have to come up with something different.” 

Spickler says, “There’s data that shows that most interactions with people in mental health crises are not violent. There are ways of responding that wouldn’t lead you to have to tell people falsely that people with bipolar don’t feel pain. One of the great suggestions of this report is that we don’t have to send an armed person to some of the things that we send them to, like a stranded motorist, traffic accidents, and mental health calls. These are all things that can be handled with someone who has safety and resolution as their mission and not what we have in this police department — and most police departments, frankly — and that is a warrior mentality. There’s an arrogance to it, and there’s an offensiveness to it. 

“There’s nothing about policing that should be offensive. It’s ‘to protect and serve,’ right? Many police departments across America have tried to shift to a guardian model, which is how policing, I think, is most effective. But throughout that report, you see very clear evidence that that is not the case at the Memphis Police Department. There is no guardian mentality. It’s not taught; it’s not modeled. It’s really not expected. What is expected is that you get what you want by whatever means necessary.” 

Will Anything Change?

The election of Donald Trump, who has promised a “brutal approach” to law enforcement, has brought the next steps into question. Whether a future DOJ would sue to impose a settlement with the city is an open question.

“I’m not gonna speculate about their motivations, but I think it’s obvious to anybody that there’s a very good chance that a lot of this will be dropped or, at a minimum, they’ll be less aggressive about enforcing it with the new administration,” says DA Mulroy. “We’ve seen that before with the prior Trump administration. That could be anyone’s calculus in dealing with the aftermath of November 5th.”

At his press conference, Mayor Young said, “We would have the same position regardless of the outcome of the presidential election.” 

A consent decree with the DOJ would result in federal monitors being assigned to the MPD in order to ensure that they do not violate citizens’ constitutional rights. In his regular Friday email on December 6th, Young wrote, “Instead of a broad and potentially prolonged federal oversight via a consent decree — which could impose millions in costs on our residents — we believe by taking a holistic, community-focused approach we can move further and faster toward the change we need with less cost to our community.”

These costs must be weighed against the costs of not acting, says Hensley. “I think they’re going to pay for it one way or another. First of all, they’re bloating the costs. We’ve looked at other cities, some of them have been high, but it’s spread out over time. There are just all these other elements that are being left out to make it seem like we’re going to go bankrupt next year. That’s disingenuous. Tyre Nichols’ family is suing them for $500 million — and that’s just one person. I’m not their chief financial officer, but you can look at that clearly and see the costs are going to be far worse if they don’t sign the consent decree, or if they don’t do these reforms.”

Music Video Monday: “Don’t Come Home” by Emily Rooker

Happy Valentine’s Day! If you want to warm your heart with stories of love, Daphne Maysonet’s Flyer cover story awaits with champagne and chocolate.

If, on the other hand, you’re done with the pretty lies of “romance,” Emily Rooker welcomes you to Music Video Monday.

Rooker is a Memphis based singer-songwriter and a member of the Memphis Flyer’s 20<30 Class of 2018. In “Don’t Come Home,” she’s giving the final brush off to a lover who has been neglecting her for too long. “How long do you think I’ll wait? / All alone and keeping faith / I’m not running, running, running looking for you / I’m not waiting any longer, baby / I’m through.”

She created this spectacular video with DP and editor Mitchell Carter, who shot Alex Hensley (another 20<30 alumnae), Mariah Venzant, Krystal Jackson, and Kristian Thomas doings some truly twisted pole dancing. Along the way, the girls get to go full Charles Foster Kane on the boudoir. And really, is there anything more satisfying than trashing a room after a bad breakup?

The video, which was shot at the Bartlett Performing Arts Center, will appear in the upcoming Venice Short Film Festival. Enjoy!

20 < 30 The Class of 2022

Every year, the Memphis Flyer asks our readers to nominate the city’s best and brightest young leaders. From sports to government to tech, here are the Memphians who will be shaping our future.

Carrie Bernans
Actor, stunt performer, film producer 

 Carrie Bernans had already lived all over the world by the time she came to the Bluff City. “I loved Memphis. It’s a place that I consider home — the longest place I really stayed in my childhood.” 

She turned down scholarships at Fordham and Vanderbilt to study international business and theater at the University of Memphis, where she became a track and field star. “I wanted to be a black belt. I speak six languages, and I knew some martial arts, but I needed to learn more. So I got into it and found out that there was a niche market for girls like me.” 

Her athleticism made her a natural stunt performer. “It became a very lucrative side job,” she says. “People were hustling tables to make ends meet, and I was just going to sets to do some stunts.” 

In 2018, she was cast as a Wakandan warrior in the Dora Milaje in Black Panther, a role she reprised in Avengers: Endgame. “Show business for me was a way of telling stories that were important to tell. I want younger people of color to see themselves on screen in other ways beyond what we were already used to. It wasn’t only rappers and drug dealers, but also astronauts and warriors and many other things.”

Alfonso Canady
Lead Software Engineer, Cinilope

It was a middle school Minecraft obsession that introduced Canady to programming. He recalls the first time he was able to make a computer say, “Hello world!” “Even just doing something really simple like that, I was dumbfounded by the power at my fingertips.” 

Now, Canady works on more complex problems. At the Memphis tech company Cinilope, he develops new technology for drones and self-driving cars. “You get a lot of titles when you’re in a start-up,” he says. 

While he was at Rhodes College, he found another passion: introducing others to programming. “CodeCrew is a nonprofit organization that brings computer science classes and programs to individuals who are historically underrepresented in the field.”  

Ultimately, he wants to help make the Bluff City a world-class tech hub. “That would mean people taking the initiative, these young people who are intelligent, who are bright, staying in Memphis. That’s what we’re doing here within Cinilope.”

Kevin Carpenter
Music educator, Shelby County Schools

“My mom’s family is full of teachers, and my dad’s family is full of varying degrees of musicians. I had two amazing elementary school music teachers when I was a kid, and then had great band directors after them. I grew up with church choir.” 

 When the trumpet player first stepped in front of a class to teach, he knew he had found his calling. “The most important thing for me is to be a meaningful agent of change. And that means delivering equitable, high-quality music education to every student that needs it.” 

When the pandemic hit, he used his skills as a recording engineer by organizing the Memphis Area Virtual Youth Choir. “It was a really beautiful thing to see come together. Then I realized this isn’t just a thing that our kids need here. This is a thing that everybody needs access to everywhere. So I opened up my own virtual performance studio and have put together performances for over a thousand musicians, all around the world.”

Irah Gates
Mental Health Outreach and Engagement Specialist, CMI Healthcare Services

Irah Gates says attending Rust, a historically Black college, “was very important to me, to learn about myself, my history, about our people and give back to the community.” 

Giving back has been a major theme in her life. “That’s just the way my mother raised us,” she says. “I had lost my father at the age of 7, so she struggled to put us through school, my two big sisters and myself. So we built that resilience.” 

She has organized volunteers for St. Jude’s Pantry Restock project through her church, New Allen Chapel African Methodist Episcopal; raised funds for Ronald McDonald House; and spearheaded the Operation Warm Hearts winter clothing drive. She traveled to South Africa, where she tutored and organized after-school programs in the low-income townships near Cape Town. 

“My passion is working with children since I went through what I went through at an early age, and I just wanted to give back and let people know — and their students know — that it’s okay to go through adversities in life. You can always turn that into positivity and you can accomplish anything that you put your mind to.”

Alex Gordon
Project Manager, LEO Events

“We are the only destination management company in Memphis. We work with a lot of outbound or inbound, groups and corporations. … I feel very fortunate to be able to wake up and love what I do every day.”

If you were one of the 20,000 people who ran the St. Jude Marathon, you were greeted in the Edge District by Alex Gordon. Organizing comes naturally for her. 

Gordon is also on the Edge District board of directors, and volunteers with Best Buddies International, where she helps throw the Joy Prom, an annual event for high schoolers with special needs. “It’s so awesome,” she says. “You get to walk them down a red carpet, get their photo taken, and then you just go and dance all night! It is just such a great thing because those kids are so happy to be alive.”

Margaret Haltom
Director of Emergency Rent Assistance and Housing Policy, The Works Inc.

“Urban planning to me is all about building relationships and working in partnership with communities,” says Haltom. “I wanted to start my planning career working in the city I knew best, my hometown.” 

She’s come a long way since her first job at Shelby Farms. “I tended to the giant compost pile of bison manure after school and on the weekends,” she recalls. 

Now, she works to save pandemic-strained families from losing their homes in the midst of a nationwide eviction crisis. “Since March of 2021, we’ve paired over 6,000 households facing eviction in Shelby County with free legal representation, and administered over $40 million in rent relief across over 15,000 households. … I want to build a city where all Memphians have access to stable, high-quality, affordable housing, and when crises come, have the support they need to stay in their homes.”

Alex Hensley

“I’ve had a sense of injustice since I was little and always wanted to make life a bit easier for folks,” Hensley says. Through their work at BRIDGES and the county mayor’s office, they have devoted themselves to the larger good. “What is rewarding about my work is tangibly improving quality of life — even if it’s for a few families. Policy-level work has allowed me to make change on a larger scale and that’s rewarding as a big-picture kind of human.” 

Hensley became notorious when Councilman Edmund Ford obnoxiously objected to their email signature identifying their preferred pronouns. “I use both ‘she’ and ‘they’ pronouns because my sense of myself goes beyond being a woman,” they say. “We don’t have to understand how people identify to respect it. Our communities and our world is better when everyone can feel safe to embody themselves authentically.”

Whether it’s affecting change at the governmental level or bringing together artists for the Art Kognito collective, Hensley says, “Organizing is crucial because we can only address the urgent issues of climate change and social and economic injustice by electing and building power among folks who prioritize people over profit.”

Emily Jennewine
Pediatric nurse practitioner, Lifedoc Health 

Keeping Memphis’ children healthy is a big job, but Emily Jennewine is on the case. “Providing care to patients in the school setting not only provides healthcare that students may otherwise not receive, but also allows for early intervention to address identified health concerns. Together with a team of school nurses, we are able to provide close, school-based follow-up and coordinate further care for these patients. Beyond that, through community partnerships, we are able to provide interventions such as nutrition education and access to nutritious foods through a food bank at the schools,” Jennewine says. 

“My goal is to build a future for Memphis that is healthier. I believe we need to invest in preventative healthcare for our children and shift the focus to disease prevention. This should include an emphasis on health education and access to health resources. One of the first places we can start to build a healthier Memphis is in our school systems.”

Valencia Jennings
Human Resources, Baptist Hospitals, COO HomeT3amHoops

During my undergraduate years, I realized I needed to have a career in business where I can be around people,” says Jennings. “I am very much a people person, and I thrive off human interaction.” 

After earning a master’s degree in human resources, she joined Baptist Hospitals two years ago. “HR healthcare professionals must acknowledge that the group of individuals under their stewardship includes not only employees who receive a paycheck, but also patients who are receiving treatment,” she says. 

Outside the hospital, she co-founded HomeT3amHoops. “Since high school, I’ve known that I wanted to create a non-profit to afford the youth of my community opportunities that are not usually afforded to them. My best friend and I [Trey Draper, 20<30, Class of 2019] created this vision in 2021. Our focus is to not only impact the lives of youth by helping them gain the fundamental skills through basketball, but also by giving them needed life skills, educational resources, and volunteer opportunities. We want to ensure that the children of our community know that there are opportunities for them in arms reach and we will help get them there.”

Marissa Manthongkham
Director of Operations and Educational Programming, PRIZM Ensemble

Raised in a music-rich Memphis household, Manthongkham left to pursue her career as a clarinetist, eventually earning a Ph.D. at Michigan State University. “After 11 years of performing and studying in various regions of the country and abroad, I realized I wanted to return home to apply these global perspectives. I am so thrilled to be back in Memphis as a leader in the local musical community.” 

With PRIZM Ensemble, she helps provide musical opportunities for a wide range of marginalized groups. “It has been proven that students who study music excel academically above their classmates. These studies show that music is the key to a more well-rounded education. Since I have personally benefited from these advantages, I feel obligated to share my knowledge and experiences with others in an effort to encourage more youth to study instrumental music. As an advocate, I will ensure that I reach as many young children as possible to inspire them to recognize the full benefits of music. As a woman of color, I understand the importance of community and how music functions within the cultural structure.”

Andrew Mok
Category Manager, AutoZone

The son of Korean immigrants, Andrew Mok knows what it’s like to struggle. Now he is one of the youngest executives at AutoZone. “I’m very fortunate to be in the position that I am today at such a young age, but I wouldn’t be here if it was just me working. I had leaders in the community who really invested in me to help me get to this point.” 

Mok gives back to the community with the Technical Center at the Boys & Girls Club of Greater Memphis. “I don’t want us to just focus on the big things, like making Downtown better. There are a lot of areas that need our help. That’s the reason why I am drawn to the Boys & Girls Club. I volunteered to take the lead on that project because I know what they’re going through. I’ve seen it firsthand growing up.”

He is also on the board of directors for the University of Memphis Alumni Association, a position that “means everything to me. There’s a lot of characteristics and qualities and traits that I have today that I wouldn’t have had if it wasn’t for the University of Memphis.”

Ja Morant
Point Guard, Memphis Grizzlies

Memphis has seen our share of basketball stars, but no one has ever thrilled our city like Ja Morant. The 2020 NBA Rookie of the Year has led the Memphis Grizzlies to a record 11-game winning streak, putting the team in playoff contention and his name in the conversation for MVP. In the process, he has become the hero to the city. 

“Since day one, Memphis made me and my family feel comfortable here and made us feel like home. I love everything about it, from the front office down, the fans, the community. Me and my family couldn’t ask for anything better, I want [Memphis] to receive more recognition. I feel like we have something good going here and just got to continue to grow.”

Jonathan Mosley
Program Director, Memphis in May International Festival; actor 

As an event manager, Mosley has been responsible for Diner En Blanc, the Downtown Riverfront Market, and the Covid-era “Santa in a Bubble.” “Luckily in Memphis, it’s not too hard to have a good time! You can throw a rock and hit singer or DJ, the community will always come through, and our city has some of the best scenic backdrops for any event-type venue. Mix in a good cause and you’re bound to have a good event for good people looking for a good time.”

Mosley’s passion is acting. In 2018, he got the role of a lifetime at Hattiloo Theatre. “Playing the role of Rev. Dr. Martin Luther King Jr. was an extreme honor, privilege, and challenge. This was my first lead role in the city that MLK died in, and the show was running during the 50th anniversary of his assassination. The pressure was on, to say the least, but with the help of Hattiloo, I was ready. One of the most rewarding moments from that run of shows was being able to perform in front of seniors who had actually seen and heard Dr. King in person. Their compliments, stories, and comparisons are words that I will cherish forever.”

Cori McCleskey
She-E-O, Remember Media

“I wasn’t a leader growing up,” McCleskey says. “I was really, really shy. I couldn’t even go through a drive-through or order a pizza over the phone. It was that type of social anxiety. I did not like that about myself.” 

The Marion, Arkansas, native sought to overcome her fears by facing them head-on. Her first exposure to social media was as an art gallery coordinator for the University of Arkansas. “At one point in college, I was running a little agency. I had eight accounts, and that led to me doing social media for the Arkansas Razorbacks for two football seasons.” 

McCleskey was working a corporate job when the pandemic forced her to re-evaluate her path. “I knew it was time for me to jump off that entrepreneurial ledge. Around that time, all my friends were asking me to manage their social media accounts for their small businesses. So I was like, ’Why do I keep refusing?’” 

Her company Remember Media now counts many Downtown businesses among its clients. “Even through the highs and lows of running a business over the last 18 months, I’ve always believed in myself and believed in my team. We can overcome anything together.”

Nora Murray
Director of Community Impact, New Memphis Institute

When Murray moved to Memphis in 2018, she says she had a lot of trepidation about a place where she knew no one, and which gets a lot of bad press. “Memphis and Memphians quickly wrapped their arms, souls, and hearts around us, and we love sharing that experience to continue working to change the narrative about Memphis.” 

Now, greeting newcomers is one of her duties at the New Memphis Institute. “Having been a newcomer myself, I love to ensure that each person I meet becomes connected to Memphis and feels a sense of community here.” 

Last year, she took over as the organizer of TEDx Memphis. “Bringing TEDx Memphis to a new, outdoor location certainly had its challenges, but it was so rewarding to see the tradition continue and to amplify the Memphis voice on a grander stage. We have so many incredible people in this city doing really innovative work,” she says. 

“What makes our city unique is that when Memphians have an idea, they can quickly garner a community to support that idea and put it into action.”

Louise Page
Musician

Louise Page didn’t expect to stay in Memphis after graduating from Rhodes College. “But I’ve just never wanted to move. I love it here. I’ve established myself in a really good community of artists and musicians.” 

The English major worked as a librarian for two years before quitting to pursue music full-time. “I started playing the original songs I’d been writing since high school, but never performing, right after I graduated. That was organically picking up steam, and I felt like I could make it my real job.” 

Since then, she has released three independently produced albums, most recently Play Nice, a collection of solo piano and vocal songs she wrote during the pandemic. “All of my songs are really personal,” she says. “I don’t necessarily write what I think will be popular. I write what I need to write.” 

Before the pandemic sidelined her gigging and touring, she devoted time to organizing benefit shows for organizations like Mariposas Collective. “My parents instilled these values in me,” she says. “If you have more than you need, you should share. You should help your community. You should do good things for people just because they’re good, not because you want something in return.”

Justin J. Pearson
Founder, Memphis Community Against Pollution

“I’m an unlikely leader of the environmental justice movement,” says Pearson. “I didn’t truly understand those words until our fight with the Byhalia Connection Pipeline.” 

Memphis Community Against the Pipeline fought the construction of a new oil pipeline that would have bisected the predominantly Black, Southeast Memphis community where he grew up. “What I believed, and what I think our team and neighborhood association believed was, ‘We may not win, but they don’t expect a fight. So they’re not prepared for us; whereas, we mentally can be prepared for them.’” 

But after a bruising few months of protests and City Council meetings, win they did. Now, Pearson has pivoted the organization he founded to fighting for environmental justice for all Memphians. “I want to build a Memphis where we can live in peace,” he says. “People deserve to not live in fear that the air we’re breathing is going to kill them.”

Lyndsey Pender
Research and Evaluation Specialist, The Works Inc.

“I’ve always been really interested in people — making authentic connections and genuine interactions with people,” says Pender. 

The Memphis native decided to switch course from photojournalism to anthropology while in college, and returned from Kentucky to her hometown. “I was lucky because the anthropology program at the University of Memphis is nationally ranked, a great program.” 

Now, with The Works, Inc., her mission is to make life better for all the people of Memphis. “We are a Community Development Corporation, a 501c( 3), and our focus has historically been on housing,” she says. “But we really take a holistic approach. For the health and wealth and safety of a family, you have to have a stable home environment, but we understand that you can’t address housing without addressing some other problems at the same time. … I do work across all of our programs. My background is medical anthropology.

 “I think Memphis is unique, in that we are a predominantly Black city. But like a lot of Black Americans, our Black citizens don’t have the same job opportunities and educational opportunities. I want a city where everyone can flourish, regardless of the ZIP code that they were born into.”

Shelby Smith 
Director of Communications, Choose901

“I was always talking about moving away,” says Smith, who grew up in the eastern portions of Shelby County. It was a college internship at Choose901 that changed her mind. “I wasn’t really coming to the city very often, because the media was only telling me about the bad things. I wasn’t hearing about the good things.”

Now, it’s her job to tell people about the great things her city has to offer. “I’ve been here my whole life, and I’d rather put on my gloves and fight than see someone from a different city think they know what’s happening here and try and fight that battle on their own,” she says. 

Smith “grew up as a dancer” and taught for Collage Dance Collective before the pandemic. “Dancing is my happy place. If I’m on stage, it doesn’t matter if I’m wearing shoes or if I’m barefoot, if I’m in my Nike Dunks or my heels, that form of expression is a release for me.” 

Smith is set to continue spreading the good news about the Bluff City with an upcoming partnership with Unapologetic. “I want to continue to build a Memphis that’s proud of itself.”

Brennan Steele
Author & Director of Advancement, Believe Memphis Academy

Brennan Steele says he was drawn to teaching by the many small acts of kindness he received from teachers. “I was taught to whom much is given, much is required,” he says. “Over the course of my educational journey, I was afforded a lot of educational wealth by people, specifically teachers and counselors, who were looking out for me. … What really pushed me over the edge was when I had my first and only Black male teacher in the 11th grade.” 

Having an AP English teacher who looked like him made Steele believe anything was possible, which “made me want to have that impact on all students.” Soon after he came to Memphis to teach, he had the idea for Breathe: A Guided Healing Journey for Black Men, a journal with 45 days of writing prompts designed to facilitate self-discovery. “I think there are so many times where Black people are reduced to a hashtag, especially after people have been murdered,” he says. “This is like the active reclaiming of your story.”

Queer Memphians Deserve Respectful Representation

At Tuesday’s Memphis City Council meeting, city council member Edmund Ford Sr. berated Shelby County Mayor Lee Harris’ special assistant, Alex Hensley.

What prompted his ire? Hensley’s inclusion of their pronouns — she/they — in a letter calling for a ban on oil pipelines being located close to schools, churches, and parks.

“This is so irrelevant,” Ford said, as he drew attention to it on the record in a public city council meeting, mocking the inclusion and calling it “gender mess.”

Ford’s words were an assault not only against an individual public servant but against an entire marginalized group of people. While everyone uses pronouns, the push for normalizing open identification of your pronouns recognizes the diversity of gender identity. By sharing our pronouns, we indicate how we would like others to refer to us without making assumptions about our gender identity. A person’s gender identity may or may not align with the sex they were assigned at birth and may not neatly align with common understandings of masculinity or femininity. While language cannot fully capture the wide spectrum of gender identity and expression, many who fall outside of male and female categories or don’t conform to gendered expectations often use pronouns other than she or he, such as they.

To hear an elected representative use his platform as an anti-trans weapon invokes a long history of government and power using their might to oppress and erase queer people. From sodomy laws to President Ronald Reagan’s inaction on AIDS when it was prevalent in the gay community to more recent legal assaults such as the Tennessee legislature’s harmful Slate of Hate, including five anti-trans laws passed this year, the queer community has historically seen more harm at the hands of government than protection.

Ford was right about one thing he said: “We work for the people of the city of Memphis.” Council members are charged by the electorate to act in our best interest. They are in a position of power, power that comes with a responsibility to be thoughtful about how they wield that power. It is an abuse of power to target a marginalized and vulnerable group.

Mockery of pronoun transparency is a common weapon in the arsenal of culture war politics. The issues that face queer and trans people include high rates of violence, a high prevalence of adolescent suicide, and the lack of healthcare access and protections.

Yet, as a way of minimizing these legally entrenched inequalities, reactionaries have created myths about threats to youth sports, fabricated fears about parents or other trans people forcing children to transition or take hormones, and use pronouns as a scare tactic to undermine the serious project of trans liberation.

As a Black man, Ford is unquestionably subject to systemic discrimination and individual bigotry himself. Yet as a member of a multi-generation political family, he’s benefited from the status quo. He can choose to denigrate trans people and further entrench the status quo and unjust systems, or fight them. His mockery of pronoun inclusion does not reflect any inconvenience or oppression but serves to consolidate power behind transphobia.

As someone who uses he/they pronouns, I can attest to the erosion of your mental and psychological health when others repeatedly refuse to acknowledge your humanity by simply using your correct pronoun.

I also know what it is to be pigeonholed in your identity, as if all of your accomplishments and passions are secondary to your outsider status as a queer person.

Hensley did not ask to have gender identity — theirs or anyone’s — mocked at a council meeting. They were there as a county government representative and advocate for safe communities.

Instead, Ford’s comments remind all queer and trans people that our competence and access to a space can be questioned at any time and in any context, using the shorthand language of anti-trans or anti-gay culture war politics.

At a time when we trans people are under attack statewide and nationwide, we could use the support of those in power. Yet only George Boyington, who works in the Shelby County property assessor’s office, came to Hensley’s defense, only to endure verbal abuse from Ford, too. Not one council member, progressive or otherwise, challenged Ford. This is reminiscent of the lack of opposition by many local Democratic state legislators in the face of the anti-trans docket, which caused an outcry from the LGBTQ caucus.

When queer Memphians see a pattern of those we elect refusing to take a stand for us, we are definitionally unrepresented. Those who consider themselves supporters of equal rights for all, regardless of gender identity or expression, must speak up when they see these abuses of power — whether by their council colleague or in institutions that perpetuate the idea that civil rights and protections do not extend to those who express their gender and normalize gender difference.

Memphis must raise our standards about who we allow to represent us. If elected officials are serious about representing all of their constituents, including the LGBTQ community, they must treat us with respect, understand our identities aren’t pawns in the culture war, and speak up for our legal and social protections.

Trans, nonbinary, and queer people deserve better, and the people of Memphis deserve better.
