Bus Riders Call For Resignation of MATA CEO


Public transportation groups have called for Memphis Area Transit Authority’s (MATA) interim CEO Bacarra Mauldin to resign, following the agency’s decision to suspend routes and increase fares.

“Bacarra Mauldin, the Interim CEO of MATA, is part of the old leadership which has caused the problems at MATA for years,” said Johnnie Mosley, president of Citizens for Better Service. “If it is true, as she claims, that she sat two doors from her predecessor without knowledge of MATA’s financial operations, it does not reflect well on her leadership. Therefore, she must not be trusted to lead MATA out of the wilderness.”

Sammie Hunter, co-chair of the Memphis Bus Riders Union, said they believe MATA is more concerned about its leadership than its riders. Hunter said they do not trust Mauldin’s leadership.  

“It is time for Bacarra Mauldin to go,” Cynthia Bailey, the other co-chair of Memphis Bus Riders Union, added.

MATA has put several cost-saving measures into effect in hopes of addressing the agency’s financial woes and improving its viability, but the measures haven’t stopped members of the public from voicing their concerns.

At its Tuesday board meeting, the MATA board decided to cut six bus routes, including Route 16 Southeast Circulator, Route 28 Airport, Route 34 Central and Walnut Grove, Route 37 Perkins, Route 69 Winchester, and Zone 3 Cordova Ready! On Demand. The cuts will go into effect November 3rd.

“No one wants to recommend this service reduction,” John Lancaster, MATA’s chief development officer, said. “It is essentially a financial consideration.” Lancaster added that the cuts are a balance between finance and equipment.

The agency held 19 public meetings prior to the board meeting to discuss the changes. After hearing from the community, the agency said many had a desire to maintain the current bus service, and they wanted service to last longer, and an improved on-time performance.

“The public hasn’t changed in what they want and what they need. It’s just our ability to deliver these services,” Lancaster said.

In addition to route suspensions, the board also decided to raise fares for MATA’s fixed-route buses. Adult base fare will be $1.75 compared to the current fare of $1.00. The increases also affect fares for students, senior citizens, and individuals with disabilities. Fares for FastPasses were also increased.

The last time the agency increased its fares was in 2011.

Citizens for Better Service and the Memphis Bus Riders Union have long been vocal about service changes and how they adversely affect the public. They voiced concern when the agency announced it had a $60 million deficit, and criticized MATA for the termination of more than 200 employees as a result of a newly approved budget.

The groups said that the cuts send a mesage to riders and drivers “that [the board] is in favor of service cuts and layoffs.”

A MATA spokesperson said MATA officials were unavailable for comments.

Bus Riders Fearful of Potential MATA Budget Solutions

As the Memphis Area Transit Authority (MATA) works to fix problems in their budget, bus riders are afraid that potential solutions for the agency will negatively impact service for citizens.

Johnnie Mosley, founding chairman of Citizens for Better Service, stated on Friday, July 12th, that his organization along with the Memphis Bus Riders Union received word that MATA administration met with bus drivers about the possibility of layoffs and service cuts.

MATA pledged to be more open and transparent with their ridership about changes affecting service, which Mosley said has not changed. However, he believes that both riders and drivers are concerned for the future.

“We’ve been reaching out to various drivers. We reached out to the union to see if we could get any verification or answers,” Mosley said. “In the meantime, we’ve been in close communication with Representative Justin J. Pearson, and we’re trying to figure out whether there are resources or money that the state could have to get MATA out of this situation.”

Following this comment, Erik Stevenson, chief of strategic partnerships and programs for MATA, released this statement:

“With staff and riders, we must consistently share that MATA faces a significant budget deficit resulting from years of increasing costs, decreasing ridership, and flat funding. In August, we’ll begin a thorough engagement process to assist us with the tough decisions that must be made to optimize our transportation system. To maintain our pledge to provide a balanced budget, all options have to be on the table.”

MATA’s interim CEO Bacarra Mauldin reported in her June 2024 CEO report that there is currently a hiring freeze despite their recruitment focuses on a number of open positions such as mechanics and trolley and fixed route operators. She said they are trying their best to “manage with the staff they have.”

In May, the transit authority revealed they had a $60 million deficit, and was “committed to increasing revenue and refining [its] process of spending.”

During their June budget proposal hearing in front of Memphis City Council, Mauldin said their biggest expenses are wages and fringe benefits as they have to offer competitive compensation packages. She also said MATA needed more mechanics, operators, and buses for their fixed routes and MATAPlus services for citizens with disabilities.

They also said a large amount of their budget would go towards installation of the Memphis Innovation Corridor, the first bus rapid transit service in Memphis.

While MATA has presented ways to refine their budget and spending, many riders are unhappy with some of their proposed solutions. Citizens like Mosley fear that the agency may resort to changes that would negatively affect their ridership.

Mosley alluded to the agency’s controversial proposed winter service changes that were presented in 2023. These changes included suspending service after 9 p.m. and suspending a number of routes. MATA’s board ultimately decided to nix these proposals after poor reception from the public. 

After advocating on behalf of citizens while these proposals were on the table, Mosley said he hopes that the agency doesn’t resort back to these solutions in hopes of fixing their financial issues.

“The question is: Where are they going to cut?” Mosley said. “We don’t want those cuts to [affect] underserved areas. We don’t want the same plan the board rejected in December. We need MATA to come up with plans on how to increase ridership.”

MATA Watchdog Seeks Fair Fares

Johnnie Mosley says he’s been riding the bus for “a looong time.”

Mosley founded Citizens for Better Service, a MATA watchdog group, in 1993.

“At the time, MATA had a proposal to increase bus fares and decrease routes,” he says. “A group of us riders thought it would be best to form a group to speak for the concerns of bus riders.”

Though they speak out any time MATA proposed to increase fares or cut routes, Mosley says the group also deals with complaints against bus drivers. Though MATA has a complaint line, riders don’t always feel they have been heard when they use it.

“MATA has some good bus drivers, but occasionally drivers won’t even answer a simple question,” Mosley says. “Once my group becomes aware of their complaints, we’ll take their concerns directly to [Will] Hudson.”

With higher gas prices — MATA’s next gas contract will charge them $4.52 a gallon versus the current $2.87 — Mosley is worried that the transit company will once again try to raise fares or cut services. He would like to see them increase services instead.

“There are some areas of town where, if you miss one bus, you may have to wait another hour, an hour and a half for the next one. That’s terrible,” he says. “The more people see buses running in their neighborhoods, the more likely they are to get on one.”

“If push comes to shove and they have to cut routes and increase fares, we want to make sure that it’s fair and equitable,” Mosley says.
