The Memphis City Council voted Tuesday to delay the vote on whether or not to designate Cooper-Young as a historic district overlay district.
The motion to hold the vote for a month was made by council member Frank Colvett Jr., who told his colleagues he needs clarity on certain issues before moving forward with a vote.
To the chargin of the crowd at city hall, the council voted 10-2 in favor of the delay. Council members Jamita Swearengen and Joe Brown both voted no.
Designating the neighborhood as a historic district would allow regulation of infill development projects, residential add-ons, and demolition in the 35-acre area, bounded by by Central on the north, East Parkway on the east, Southern on the south, and Mclean on the west.
The council is the third and final body set to vote on the Cooper-Young Community Association’s (CYCA) application for historic designation.
The joint Memphis and Shelby County Land Use Control Board, as well as the Memphis Landmarks Commission both approved CYCA’s request last year.
